Planning Commission <br />Meeting Minutes <br />October 8, 2020 <br />Page 9 of 10 <br />Rice moved for the approval of Resolution 13, Series 2020, with staff's condition as <br />written, and with the addition of a second condition which would remove "amplified" from <br />the proposal as it relates to music so it would read "outdoor music is limited to 11 AM to <br />9 PM seven days a week." Diehl seconded. Motion passed unanimously by roll call <br />vote. <br />Recess. <br />Cable Labs Wireless SRU: A request for a Special Review Use to allow a 20-foot tall <br />freestanding wireless facility on Lot 1, Coal Creek Business Park at 858 Coal Creek <br />Circle (Resolution 14, Series 2020). <br />o Applicant: CableLabs <br />o Case Manager: Lisa Ritchie, Senior Planner <br />Ritchie described the application, which was for a tower that the applicant would use to <br />test technology. She explained that an SRU requires exceptional circumstances to <br />approve a Freestanding Tower and listed those circumstances that staff deemed <br />exceptional, including that the tower cannot be mounted on the applicant's building, or a <br />light pole, and the impact of the tower overall would be limited. <br />No commissioner questions of staff. <br />Daryl Malas and Jeff Leget of CableLabs, 858 Coal Creek Circle in Louisville, spoke. <br />Malas explained that Cable Labs was a non-profit research lab for cable operators and <br />with a current focus on rural wireless access. CableLabs needed to increase its testing <br />abilities and this tower would serve that need. Malas noted that a 20-foot tower would <br />be lower than the surrounding light poles. <br />No public comment. <br />Diehl stated that he appreciated the applicant going above and beyond to make the <br />tower fit. <br />Moline stated his appreciation for the fact that staff and the applicant considered other <br />options and he thought it would not be too obtrusive. <br />Rice moved to approve Resolution 14, Series 2020. Moline seconded. Roll call. Motion <br />passed unanimously. <br />PLANNING COMMISSION COMMENTS <br />The commissioners expressed their gratitude to Commissioner Rice for stepping in as <br />Chair for the past few months. <br />Howe asked if the Commission could address the frustration with PUD timelines, <br />namely the fact that there was little control once the PUD was approved and the <br />timeline had run out. He requested an agenda item for the next meeting that addressed <br />the guidelines around those PUD timelines, in particular 104.5 in the Public Works <br />Construction and Design Standards, "Clean Up and Maintenance During Construction." <br />
