City Council Meeting Minutes December 14, 2021 Page 4 of 4 Members discussed if updating the Commercial Design Guidelines and PUD criteria should be on the list to be updated and what the timing might be. Members removed items from the list that will not require Council action and combined some related items. Members discussed the implementation of the Transportation Master Plan and what policy input might be needed. Councilmember Brown asked for an item to be added declaring a climate emergency and how it affects City services and programs. Councilmember Fahey asked for an item to be added to for a review of if/how renewable energy producing facilities could be added on City properties. Members discussed how sustainability and equity can be added to all the work plan. Mayor Stolzmann asked that the following items be added for consideration: banning rodenticides; healthy drink options for menus; local rule allowing safety stops for cyclists; and reviewing staff facility needs. Councilmember Leh asked that when Councilmembers do their prioritization that they think about if any of these items could be addressed by staff without Council discussion. Members asked about regional housing information and how it affects the work plan. Councilmember Leh asked if an item could be added for consideration of a sketch plan process being added to the land use application process. Staff will take the input from tonight and add new items for consideration to the list. The next step will be a survey for Councilmembers to identify their highest priorities. Those priorities will be reviewed by the full Council at the January 11 meeting at which time Council will finalize the work plan list and priorities.
