City Council Water Committee
Meeting Minutes
Friday, August 29, 2008

b. Windy Gap Firming Project - big news, the Draft Environmental Impact
Statement (DE IS) has been released for public comment. A link on the City's
website can be used to review the documents and/or a hard copy is available
for review at Louisville's Library. As part of the process there will be a couple of
public meeting and the comment period, unless extended, will be until October
29, 2008. Depending on the comments received and if any additional analysis
is required a decision by the Bureau of Reclamation could be expected in about
six months (but schedules can change).

c. Marshall Lake/South Boulder & Coal Creek Ditch Transfer Case - Opposers
have received the Engineering Report and Staff is working to address those
concerns.

d. Other

VIII. Current Events

a. Status of Denver Water's Moffat System Expansion - it appears that the
expansion of Gross Reservoir is Denver's preferred alternative. Staff will
continue to monitor the project and work with Denver Water to protect the City's
water supply. Staff is also having discussions with water entities on South
Boulder Creek to address concerns and potential solutions.

b. Water Conservation Plan Update - Staff is working to revise and update the
previous plan per the new regulations.

c. Dam Inspections/Emergency Action Plans for storage reservoirs (EAP) - plans
have been updated for the reservoirs.

d. Quagga Mussel (invasive species) - the mussel have been found in Lake
Granby. Staff will be working with representatives from NCWCD to determine
what impact this will have on the City's operations and maintenance practices.

e. Irrigation Ditch Operation Issues - the Goodhue Ditch lost its appeal. A short
discussion on how this may impact the operation and maintenance of the
several ditches through town, took place. Additional ditch maintenance would
be expected in Louisville.

f. 2004 Drought Management Plan - Overview/Discussion
Copy of plan may be found at
htto://www.ci.louisville.co.us/PublicWorks/drouahtmamtolan.odf - a brief
discussion on the how the plan urges reduced usage during drought periods by
economic incentives, took place.

IX. Agenda Items and Date for Next Meeting

a. Discussed setting up a field trip with Committee members to view the raw water
system.

X. Adjourn: The meeting was adjourned at 9:35 am.
