LL Cityof CITY COUNCIL COMMUNICATION <br />Louisville AGENDA ITEM 2A <br />COLORADO • SINCE 1878 <br />SUBJECT: APPROVAL OF CONTRACT WITH CLARION ASSOCIATES FOR <br />PLANNING CONSULTING SERVICES <br />DATE: MARCH 21, 2022 <br />PRESENTED BY: LISA RITCHIE, FIRE RECOVERY AND PLANNING MANAGER <br />SUMMARY: <br />The City received approval of a grant from the Colorado Department of Local Affairs <br />(DOLA) on February 10, 2022 for planning consulting services in the amount of <br />$70,000. The grant award is intended to fund planning consulting services to support <br />recovery from Marshall Fire. Attached is a contract with Clarion Associates to fulfill a <br />portion of the grant award. Staff developed a scope of work that could include a variety <br />of efforts, including survey development, identification of recovery strategies, <br />communications support, and development of collaboration opportunities. <br />The Town of Superior received approval of a similar grant from DOLA. Staff from <br />Superior and Louisville collaborated together with DOLA on development of the grant <br />scope and ultimately both communities selected Clarion Associates. Due to the <br />emergency nature of the work, Louisville staff solicited two bids from different consulting <br />firms. Clarion Associates was selected based on their experience with disaster <br />recovery and neighborhood scale planning experience, and because of their long- <br />standing planning consulting role with the Town of Superior. <br />RECOMMENDATION: <br />Staff Recommends City Council approve the contract to advance recovery work <br />following Marshall Fire. <br />FISCAL IMPACT: <br />The grant approved from DOLA does not require a match from the City. However, this <br />item is not budgeted and will funded in advance, with reimbursement from DOLA. <br />PROGRAM/SUB-PROGRAM IMPACT: <br />The works supports a multi -program impact to facilitate and encourage residential <br />recovery from Marshall Fire. <br />ATTACHMENT(S): <br />1.
