Recreation Advisory Board
Minutes
February 28, 2022
Election of RAB Chair — Lisa Norgard was elected unanimously.
Motion: Michele Van Pelt
Second: Gene Kutscher
Election of RAB Vice -Chair— Michele Van Pelt was elected unanimously.
Motion: Michele Van Pelt
Second: Mary O'Brien
Election of Secretary — Mary O'Brien was elected unanimously.
Motion: Lisa Norgard
Second: Michele Van Pelt
Staff Updates
Marshall Fire Updates for Recreation Center and Golf Course
David Dean reported on the damage to the golf course.
• Numerous trees have been identified as damaged and hazardous. Contractors have been hired
to remove the trees, and this work should be finished within a couple of weeks. A volunteer group
has offered to plant trees in the burned area. David would like to see diversity in the types of trees
that are selected.
• There was also damage to native grass areas and to some areas of bluegrass The bluegrass may
come back on its own. If it doesn't, it will be necessary to plant more grass. Hydroseeding and
mulching will be used to avoid runoff and erosion problems.
• Some equipment was damaged, but nothing major.
• Board members asked if it would be possible to water more, to help create a fire break. David
informed us that the golf course does not have water rights from the end of October until the
spring runoff. It might be possible to purchase or lease water rights, but it is very expensive in
Colorado.
• Board members asked if the landscape repair is covered by insurance. This an ongoing, uncertain
process. FEMA may cover the cost, but if not, maybe the insurance will cover it.
David Baril reported that the clubhouse suffered some fire damage.
• The south deck was on fire twice, but suffered relatively minimal damage. The drywall had to be
removed to inspect whether or not the structure is sound. He is still waiting for the final results
from the inspection.
• There was smoke damage in the interior of the clubhouse. ServPro was hired as the fire mitigation
contractor and did an excellent job of cleaning. The pro shop donated all soft goods to the free
store.
• The range mat was damaged, and a new mat has been ordered. The damaged mat might be used
as a target landing area.
• An inspection of the roof is scheduled. The pavilion roof is damaged and will need to be replaced.
3
