Self Closing Devices on Doors Sidewalk Need To Be Finished Councilwoman Morris Mayor Meier Rod Wilcox 12/6/83 Page -4- called for so he was not certain what the status of the requirements were. One of these was the self-closing devices on all the doors in the corridors. He would be unable to check those until the smoke seals are installed because the doors must shut and seal. The remaining items on his list and those of Engineer Huson contained items that needed to be dealth with also. Another safety factor was that the sidewalk was in- complete and there was the possibility that someone would trip over a manhole that is adjacent to the sidewalk. Mayor Meier suggested to accomodate this event perhaps a piece of plywood could be used to cover the manhole until the sidewalk is com- pleted. Expressed more concern with the internal safety of the building. Mr. Ferris stated that if the self-closing devices work, or if they are not installed and if the doors are locked they would meet the intent of the Code. The reason the closing devices are required is to keep out fire. The code requires that a corridor be designed as a refuge area and the room side of the doors is likely where a fire will start. Therefore by closing the door it stops the fire from going into the re- fuge area. This is the only safety item internally that is incomplete. Concurred with the 3 days but the safety was the critical part. After speaking with Mr. Ferris concerning the conditional certificate of occupancy, beyond the 3 days, she preferred that everything not related to landscaping be addressed, i.e. drainage, sidewalks, manholes, etc. Suggested that Mr. Wilcox would like to address the temporary c.o. and the condi- tional c.o. as separate. Stated his name and stated he was a member of the Church of Jesus Christ of the Latter Day Saints; resided at 665 W. Willow in Louis- ville. Felt that Councilwoman Morris' con- cerns were just and he too would like to overcome these. Appreciated her staying for this discussion as she and her daughter were ill.
