<br />11/15/83 <br /> <br />Page -7- <br /> <br />Director Asti-Caranci replied the main <br />concern is that they don't feel that they <br />should have to tell us what their income is. <br />Estimated that 80% of the people feel that <br />way. <br />Administrator Wurl asked if she thought the <br />people would object if there was an upper <br />level that was just a flat number if that <br />were $12,000 or $14,000 and if they were <br />under that; in other words just a simple <br />yes or no to be under or over that amount? <br />She did not think there would be a problem <br />with this. <br /> <br />Councilman Fauson <br /> <br />Commented that. he had talked with several <br />people on the last rebate issued and one <br />of their concerns was having to reveal their <br />amount of income each year. Also, i.e. <br />my neighbor makes twice as much as I and <br />he got more money back than I did. Felt <br />that this was the fact that they made a false <br />statement when filling out the application. <br />Didn't feel it was our responsibility to <br />police this by asking to see their income <br />tax return, etc. to prove them right or wrong. <br />Therefsre, favored the flat rate - or option <br />#1. <br /> <br />Mayor Meier <br /> <br />Commented that when the ordinance was initiated, <br />council's position on the rebate was to help <br />elderly people on fixed incomes so that <br />water usage would not be a burden on them. <br />Felt that we more or less had to trust their <br />honesty in dealing with the income levels. <br /> <br />Councilman Cummings <br /> <br />Stated that it was his feeling that the or- <br />dinance was set up to help the elderly and <br />in his opinion the rebate should be given <br />to them a.s originally set up, whether they <br />are falsdfying their income or not. <br /> <br />Councilman Cussen <br /> <br />Commented that he felt differently about it. <br />We continually hear where people get upset <br />with being ripped off on food stamps, the <br />school lunch program. He for one saw this <br />continually happen in the schools where <br />people do apply to take advantage of the <br />system. Stated that it is there to help <br />people on fixed incomes and he would rather <br />see a flat rate; but like to have a sentence <br />i.e. that reads that we do have the right to <br />
