If <br />the ordinance is intended to help people on <br />fixed incomes then this requirement should <br />be met. If they don't have to file an income <br />tax form then all they need do is say so. <br /> <br />Mayor Meier <br /> <br />Commented perhaps the philosophy or the <br />ordinance be clarified by council, was the <br />intent to aid people on fixed incomes or <br />just the elderly in general. <br /> <br />Councilwoman Morris <br /> <br />Stated that the original intent of the or- <br />dince was for people on fixed incomes and <br />this is still the intent of the ordinance. <br />We are looking at seniors on fixed incomes <br />that need assistance in regard to the water <br />usage and we as a city are trying to ease <br />some of the impact by this particular or- <br />dinance. Felt that it was important to have <br />a top maximum income level. Agreed that <br />we did not want to get into policing the <br />application and did not want it to get com- <br />plicated. Working for the County, she was <br />well aware the difficulty in working with <br />forms .;:fnd what that can do to someone. Agreed <br />with Councilman Cussen that a sentence should <br />be on the application for the rebate that <br />if at any point we should need to verify this <br />income, we would appreciate your cooperation <br />in this matter. Because if the system is <br />being abused, eventually it will have to <br />cease, and didn't think anyone wanted that <br />to happen. <br /> <br />Mayor Meier <br /> <br />Commented that he felt the flat rate would <br />alleviate some of the problems of people <br />comparing how much rebate they got compared <br />to that of their neighbor. Anyone making <br />above $1~,000 would not get a rebate, those <br />under that income would get $30.00. Go <br />with this for year and then have council <br />reevaluate it. <br /> <br />Councilman Leary <br /> <br />Inquired how many people were estimated <br />receving the full $48.00. Director Asti- <br />Caranci estimated that 95% of the rebates <br />were for $48.00. He still felt that there <br />are some people in the low category that <br />are deserving of the $48.00.
