All in favor. Motion <br />carried unanimously. <br /> <br />Administrator Wurl stated City Council, at <br />the public hearing on the budget at the last <br />meeting, requested a breakdown of the cuts <br />in expenditures that would be made to accomo- <br />date the instructions by the council. <br />Councilmembers had a copy of a memo from <br />Director of Financial Services Asti-Caranci <br />giving the reductions. <br /> <br />Commented that it was his understanding that <br />in the motion made at the public hearing on <br />the budget that the Library and Police posi- <br />tion not be cut and yet the Police position <br />of $23,440 was cut from the budget. <br />Discussion by the Administrator, Mayor, and <br />councilmembers that the final motion did not <br />contain the statement that the two positions <br />be kept. <br />Councilman Cussen expressed his disappointment <br />that the police position had been cut as <br />Director Leesman during the buget sessions <br />presented the need of an additional patrolman <br />and felt that this was one area that should <br />not be cut - police protection is needed. <br /> <br />Inquired of Director Leesman what this posi- <br />tion was based upon and what is the impact <br />of not having it? <br />Director Leesman advised the position was to <br />augment patrol and also provide a rotating <br />person on investigations. <br /> <br />Commented this was also one of his concerns <br />when the siren was added to the budget and <br />then not adding any appropriations into the <br />budget. Mayor Meier and Councilman Leary <br />stated that they did not think the stipulation <br />of the library and police position were part <br />of the final motion. Councilwoman Morris <br />also stated that she agreed this was not <br />part of the final motion, but it was her <br />assumption that this was an understood fact <br />and something that had been discussed at the <br />study session and then brought up again at <br />the Council meeting. She would like to see <br />the police position retained. <br /> <br />Mayor Meier moved, Councilman Cummings seconded <br />that a resolution be prepared to amend the <br />budget to add the police position back in <br />
