<br />10/18/83 <br /> <br />Page -2- <br /> <br />COUNCIL ITEMS <br />DOWNTWON IMPROVEMENTS <br />PART I - JOHN LANTERNMAN <br /> <br />Councilmembers had a copy of the Downtown <br />Development Plan of the preliminary ideas <br />developed by the Planning Staff. Planning <br />Commission members had been invited to attend <br />this informational session. <br />Planner Lanternman thanked council for the <br />opportunity to present this plan as the entire <br />concept of the plan required public input <br />and there were several Main St. business <br />people in attendance, as well as members of <br />the Chamber of Commerce and Louisville Down- <br />town Development Corp. Planner Lanternman <br />presented the first part of the plan with a <br />slide presentation of what development had <br />occurred in the past. He stated the idea <br />for downtown development started 10 years ago <br />when Oblinger-Smith did the first comprehen- <br />sive plan for Louisville. At that time some <br />interest was shown by the downtown merchants, <br />but nothing materialized. Later the Planning <br />Staff be'gan holding informal meetings with <br />these merchants and it was decided to formalize <br />some goals for the downtown plan. Stated <br />that Louisville is a unique City along the <br />front range with its proximity to Boulder and <br />Denver, thus it provides employment opportun- <br />ities as well as cultural opportunities. Yet <br />it provides a small town atmosphere which is <br />apparent on Main St. as it reflects the cul- <br />tural and historical center of the City. <br />Recent redevelopment within the City which <br />Lanternman mentioned were the City Hall, <br />First National Bank, Post Office and currently <br />under construction the Spruce St. Center, also <br />under construction is the Main St. Market <br />Place wi"th a number of shops planned. <br />Mr. Lanternman stated that the City had pro- <br />vided parking and completed underground im- <br />provements on Main St. before surface im- <br />provements could take place on Main St. <br /> <br />PART II - CATHY KASZA <br /> <br />Stated downtown preliminary plan focused <br />on physical improvements in the public space. <br />which includes street scape design, street <br />drainage, utility improvements and parking <br />plans. Ms. Kasza then went through each <br />section of the plan - Downtown Development <br />Concepts A, B, and Ci Widened Sidewalks, <br />Corner Curb Extensions, Extended Curbs with <br />Planters, Planted Islands, Parking Options, <br />Traffic Circulation and how the project could <br />be financed. <br />
