One would start <br />February 1, 1984 and the other 8 would start <br />January 1, 1984 and would eventually all be <br />permanent employees. <br />Cussen inquired if 11 of these would be from <br />the general fund and 3 from water and sewer? <br />She replied this was so. <br /> <br />Councilman Leary <br /> <br />Asked Director of Public Works Kasch to ex- <br />plain the need for the plant operator requested <br />for budget year 1984. Why we can justify <br />hiring him when we are operating at such a <br />deficit? <br />Director Kasch replied he felt the deficit <br />question was something that had to be answered <br />by examination of cost of service. When it <br />comes to the operation of facilities, the <br />water plant will have a new 8 MGD sedimen- <br />tation basin and all new appartus that has <br />to be monitored by additional personnel if <br />the City is to avoid the overtime that it <br />has encontered, which is substantial. with <br />the increase in production and management of the <br />plant on regular hours, there will be consider- <br />able grounds keeping, which includes the <br />reservoir, Louisville Lateral, etc. Didn't <br />feel these could be neglected and would be <br />in addition to our water treatment; therefore, <br />this person would take over grounds keeping, <br />operations and would be classified possibly <br />at Operator I at a small salary. We will <br />also have expanded facilities with sewer and <br />there will be a need to monitor and operate <br />these things on a 7 day basis. Currently they <br />are only using 2 operators and to meet the <br />standards didn't feel this could be done with <br />less than 3 people. The deficit as stated <br />by Asti-Caranci in the sewer fund would be <br />approximately $126,000. <br />Councilman Leary commented that Director Kasch <br />was essentially recommending that Council look <br />at the rates. If Council chose to balance <br />those funds they would also be voting to in- <br />crease water rates also, if those funds are <br />to be self-sufficient. <br />Kasch stated that he was unaware what the <br />dialog had been regarding water rates on the <br />past 3-5 years; however his initial impressions <br />were that some further examination of cost of <br />
