<br />10/4/83 <br /> <br />Page -15- <br /> <br />it costs the planners to reveiw these new <br />subdivisions; the cost of inspecting the <br />buildings which are ligitimate costs. How- <br />ever, if a house wasn't built next year, <br />we wouldn't do away with the Planning Dept. <br />or the Building Inspector. Felt that it <br />would be appropriate to be spending a half <br />million dollars from growth revenue dollars <br />to support those, but couldn't see spending <br />a million dollars. <br />Secondly, the other point where he felt the <br />other $100,000 cut should corne from, in <br />Council's direction is to approximately cut <br />the new positions by half.in the General <br />Fund from 11 to 5 or 6. At this point <br />Director Asti-Caranci made a correction stating <br />there were only 9 positions in the General <br />Fund. Felt these were the ones that would <br />really cause an impact because we are making <br />those commitments into the future and it is <br />always difficult to get rid of someone once <br />they are hired. Reiterated that he felt <br />the majority of the $100,000 should corne from <br />the new positions. Thought that the budget <br />could be adopted given that we just appropri- <br />ate the amount to the General Fund and corne <br />back and make some of those reductions. Felt <br />that very healthx raises were being given - <br />approximately 15%. This was the trade-off, <br />Council was willing to give considerable <br />salary increases and a portion of the new <br />positions should be cut. <br /> <br />ADDED STIPULATIONS TO THE <br />AMENDMENT <br /> <br />Councilman Leary stated that some stipulations <br />were made at the last study session that the <br />Library position and the Police position should <br />not be part of the positions cut. <br /> <br />Councilman Leary also commented that he did <br />not think that it was wise at this time to <br />add staff addition of the water plant operator <br />until we make a policy position as to how <br />it would be funded. If this is going to be <br />done by a rate increase, then we should make <br />that decision as part of it and not be dodging <br />the issue or a rate increase at this time. <br /> <br />SECOND AMENDMENT <br /> <br />Councilman Leary amended his motion further <br />to delete from the Water Fund the amount for <br />the Water Plant Operator position. Council- <br />man Cussen seconded the amendments. <br />
