Jane Monson, 631 W. Aspen
Court

Robert Woodson, 235 Hoover Ct.
Who Determines Number of
Builing Permits Each Year

8/16/83

Page -7-

recommend some kind of growth.

Stated that she concurred with what had been
said by both Mrs. Johnson and Mr. Wait, adding
that basically the numbers that Mr. Wurl had
been giving were meaningless if he keeps
changing them every 2 or 3 months, especially
for the years to follow. If he has already
changed his mind 3 times this year, those
permit numbers 2 or 3 years into the future
don't mean a thing to them. The City should
stick with a policy that they come up with.
There are a growing number of homeowers .
in their area of the City that are becoming
more and more aware of what is happening and
all of them would like Council's consideration
on this issue.

Asked Mayor Meier who did have the authority
to make the determination as to how many building
permits will be issued? Was it, in fact, the
City Administrator?
Mayor Meier replied, "no" his was a recommended
allocation of building permits for this year,
which included single family and multi-family
units. Stated that the end result of the
recommendation was 677. Up until this time
the multi-family units had not been included
in any of the previous recommendations. Fur-
ther stated was his understanding the original
figure was 480 + 95 multi-units + what the
Warembourg annexation would have been had the
ordinance not been repealed., Mr. Wurl had
been instructed to take out the building per-
mit figures for the Warembourg annexation and
to date the revised figures had not been re-
ceived by Council. Reiterated Councilmembers
were the authority to determine the number
of building permits. Mayor Meier stated without
having done a phasing plan for developers in
the past, it would be difficult to initiate
it for 1983. Felt certain that any annexations
in the future would have the phasing plan written
into the annexation agreement stating how many
building permits would be allowed each year.

Mr. Woodson commented at the present time,
Council not only has the responsibility but
in fact the authority to set those types of
limitations on building permits, is that true?
Mayor Meier stated that was true; however felt
that there maybe legal ramifications if these
limitations were made in 1983.
