Aspen <br />Court <br /> <br />Robert Woodson, 235 Hoover Ct. <br />Who Determines Number of <br />Builing Permits Each Year <br /> <br />8/16/83 <br /> <br />Page -7- <br /> <br />recommend some kind of growth. <br /> <br />Stated that she concurred with what had been <br />said by both Mrs. Johnson and Mr. Wait, adding <br />that basically the numbers that Mr. Wurl had <br />been giving were meaningless if he keeps <br />changing them every 2 or 3 months, especially <br />for the years to follow. If he has already <br />changed his mind 3 times this year, those <br />permit numbers 2 or 3 years into the future <br />don't mean a thing to them. The City should <br />stick with a policy that they come up with. <br />There are a growing number of homeowers . <br />in their area of the City that are becoming <br />more and more aware of what is happening and <br />all of them would like Council's consideration <br />on this issue. <br /> <br />Asked Mayor Meier who did have the authority <br />to make the determination as to how many building <br />permits will be issued? Was it, in fact, the <br />City Administrator? <br />Mayor Meier replied, "no" his was a recommended <br />allocation of building permits for this year, <br />which included single family and multi-family <br />units. Stated that the end result of the <br />recommendation was 677. Up until this time <br />the multi-family units had not been included <br />in any of the previous recommendations. Fur- <br />ther stated was his understanding the original <br />figure was 480 + 95 multi-units + what the <br />Warembourg annexation would have been had the <br />ordinance not been repealed., Mr. Wurl had <br />been instructed to take out the building per- <br />mit figures for the Warembourg annexation and <br />to date the revised figures had not been re- <br />ceived by Council. Reiterated Councilmembers <br />were the authority to determine the number <br />of building permits. Mayor Meier stated without <br />having done a phasing plan for developers in <br />the past, it would be difficult to initiate <br />it for 1983. Felt certain that any annexations <br />in the future would have the phasing plan written <br />into the annexation agreement stating how many <br />building permits would be allowed each year. <br /> <br />Mr. Woodson commented at the present time, <br />Council not only has the responsibility but <br />in fact the authority to set those types of <br />limitations on building permits, is that true? <br />Mayor Meier stated that was true; however felt <br />that there maybe legal ramifications if these <br />limitations were made in 1983. <br />
