All in favor. <br />carried unanimously. <br /> <br />Motion <br /> <br />Charles Toby, Chairman of the Boulder County <br />Crime Stoppers program thanked councilmembers <br />for the opportunity. to speak with them and <br />also the tremendous amount of support given <br />their program. He then gave a brief history <br />of the program and advised they pay rewards <br />to informants who give information which leads <br />to the indicment of the criminal. The pro- <br />gram has realized a 98. 36S%,:.:CQnyiccion rate <br />and have recovered $140,000,000.00 in stolen <br />goods and property nationally. In Boulder <br />County the program has been in existence since <br />November of 1982 and have recovered 7.6 million <br />in stolen goods and property and ranked third <br />in recovery in the Nation. Their conviction <br />rate is 100%. Since they are a non-profit <br />organization made up of local citizenery, <br />business community and volunteers, <br />they are in dire need of funds as reward money. <br />Mr. Toby cited indictments of criminals in <br />the surrounding area involving a murder in <br />Lyons, a murder at Bennigan's Restaurant in <br />Boulder, a drug bust in Longmont, and locally <br />the Blue Parrot burglary, and Safeway robbery. <br />Reiterated his request for funds be considered <br />during the budget process; perhaps in terms <br />of matching funds up to a certain amount, they <br />would like to pursue this method also in Louis- <br />ville. Then presented councilmembers with <br />Crime Stoppers cups. <br /> <br />Mayor Meier thanked Mr. Toby and stated his <br />request would be considered at the next budget <br />session. <br /> <br />City Attorney Rautenstraus had provided council- <br />members with a copy of memo showing the re- <br />sults of the study of day care homes and child <br />care centers. Present City ordinances pro- <br />vide that child care centers include 5 or more <br />children; family care homes do not have a speci- <br />fic limit. So it was conceivable that there <br />could be an overlapping between child care <br />centers and family care homes. Child care <br />centers are not allowed in residential zones. <br />
