Councilwoman Morris Councilman Cussen Mayor Meier Motion to Amend the Resolution Councilman Leary Councilman Cussen Councilman Fauson Councilman Ferrera 5/3/83 Page -11- Commented there were some potential revenue shortages in the sewer fund. Rate increases are being built into those funds yet at the same time we continue to take money from them. To him it was irresponsible; therefore would not vote for the resolution. Did not feel that the additional 4 people were needed. Commented she would like to add one more item to Councilman Leary's list that she felt was essential and that was adding to the Building Inspection staff. Commented he too had some concerns with amend- ing the budget to the pre-1983 level. Concurred with other councilmembers that some of the items were needed. Inquired how much of the water and sewer funds were spent for salaries. Did not favor the water and sewer transfers to the General Fund. Commented he felt that the cost overruns needed to be dealt with and concurred with council- members that transferring funds was not equit- able, but felt that Council has been working toward a 5-year plan to discontinue this practice. He supported the additional per- sonnel. Did not favor some of the personal usage items. Moved to amend the resolution eliminating Unclassified Services and Charges line item under City Council expenditures; and that all Personal Usage line items be ~ the listed amount, with the exception of those under Finance and Accounting, Public Safety, and Legislative Committees. Commented that the resolution should be sent back and rewitUm with another proposal. Councilman Leary seconded Mayor Meier's motion. Commented that he did not support the amendment as Council was not certain of the priorities. Concurred with Councilman Cussen. Commented that Councilman Leary mentioned that when he reviewed the utilities plan for water and sewer plans he saw some short-falls. He did not see these short-falls or the necess- ity to raise the rates to meet that plan.
