<br />Councilwoman Morris <br /> <br />Councilman Cussen <br /> <br />Mayor Meier <br /> <br />Motion to Amend the Resolution <br /> <br />Councilman Leary <br /> <br />Councilman Cussen <br /> <br />Councilman Fauson <br /> <br />Councilman Ferrera <br /> <br />5/3/83 <br /> <br />Page -11- <br /> <br />Commented there were some potential revenue <br />shortages in the sewer fund. Rate increases <br />are being built into those funds yet at the <br />same time we continue to take money from them. <br />To him it was irresponsible; therefore would <br />not vote for the resolution. Did not feel <br />that the additional 4 people were needed. <br /> <br />Commented she would like to add one more <br />item to Councilman Leary's list that she <br />felt was essential and that was adding to <br />the Building Inspection staff. <br /> <br />Commented he too had some concerns with amend- <br />ing the budget to the pre-1983 level. Concurred <br />with other councilmembers that some of the <br />items were needed. Inquired how much of the <br />water and sewer funds were spent for salaries. <br />Did not favor the water and sewer transfers <br />to the General Fund. <br /> <br />Commented he felt that the cost overruns needed <br />to be dealt with and concurred with council- <br />members that transferring funds was not equit- <br />able, but felt that Council has been working <br />toward a 5-year plan to discontinue this <br />practice. He supported the additional per- <br />sonnel. Did not favor some of the personal <br />usage items. Moved to amend the resolution <br />eliminating Unclassified Services and Charges <br />line item under City Council expenditures; <br />and that all Personal Usage line items be <br />~ the listed amount, with the exception of <br />those under Finance and Accounting, Public <br />Safety, and Legislative Committees. <br /> <br />Commented that the resolution should be sent <br />back and rewitUm with another proposal. <br /> <br />Councilman Leary seconded Mayor Meier's motion. <br /> <br />Commented that he did not support the amendment <br />as Council was not certain of the priorities. <br /> <br />Concurred with Councilman Cussen. <br /> <br />Commented that Councilman Leary mentioned <br />that when he reviewed the utilities plan for <br />water and sewer plans he saw some short-falls. <br />He did not see these short-falls or the necess- <br />ity to raise the rates to meet that plan. <br />
