Councilwoman Morris )uncilman Fauson ADOPTION RESOLUTION #19 - 1983 BUDGET AMENDMENTS 5/3/83 Page -9- was prepared from a model ordinance and follows the requirements imposed by the State. It applies to those heavy industrial users that discharges heavy metals, etc. which our treatment plant should not handle; therefore the owners would have to pre-treat such discharges. Blanchard also advised that a list issued by the State in 1980 of the businesses in our City who would be effected was mailed at that time by his department along with a questionnaire and they were to respond to the State. It was feeling that the people were aware of this at that time. Commented she saw no problem with the need for the ordinance but was concerned that when something major is happening within the City that those who are most impacted are notified by mail, thereby giving them the opportunity of letting Council know their feeling. Reiterated people impacted should be notified by mail. Commented that he felt by notifying the people that would be impacted by the ordinance and filling out the questionnaire in 1980, they should be aware of the public hearing, also that the Notice of the Public Hearing had been published three times. Disagreed that they should be notified by mail again. Mayor Meier closed the public hearing. Councilman Fauson moved, Councilman Cummings seconded that Ordinance #795 - Wastewater Regulation be adopted. Roll call vote: Leary Yes Morris No Ferrera Yes Fauson Yes Meier Yes Cussen Yes Cummings Yes Motion carried 6-1. Councilmembers had a copy of the Resolution and Attorney Rautenstraus read it in its en- tirety.
