<br />Councilwoman Morris <br /> <br />)uncilman Fauson <br /> <br />ADOPTION <br /> <br />RESOLUTION #19 - 1983 BUDGET <br />AMENDMENTS <br /> <br />5/3/83 <br /> <br />Page -9- <br /> <br />was prepared from a model ordinance and <br />follows the requirements imposed by the <br />State. It applies to those heavy industrial <br />users that discharges heavy metals, etc. <br />which our treatment plant should not handle; <br />therefore the owners would have to pre-treat <br />such discharges. <br />Blanchard also advised that a list issued <br />by the State in 1980 of the businesses in <br />our City who would be effected was mailed <br />at that time by his department along with <br />a questionnaire and they were to respond <br />to the State. It was feeling that the people <br />were aware of this at that time. <br /> <br />Commented she saw no problem with the need <br />for the ordinance but was concerned that <br />when something major is happening within <br />the City that those who are most impacted <br />are notified by mail, thereby giving them <br />the opportunity of letting Council know <br />their feeling. Reiterated people impacted <br />should be notified by mail. <br /> <br />Commented that he felt by notifying the <br />people that would be impacted by the ordinance <br />and filling out the questionnaire in 1980, <br />they should be aware of the public hearing, <br />also that the Notice of the Public Hearing <br />had been published three times. Disagreed <br />that they should be notified by mail again. <br /> <br />Mayor Meier closed the public hearing. <br /> <br />Councilman Fauson moved, Councilman Cummings <br />seconded that Ordinance #795 - Wastewater <br />Regulation be adopted. Roll call vote: <br />Leary Yes <br />Morris No <br />Ferrera Yes <br />Fauson Yes <br />Meier Yes <br />Cussen Yes <br />Cummings Yes <br />Motion carried 6-1. <br /> <br />Councilmembers had a copy of the Resolution <br />and Attorney Rautenstraus read it in its en- <br />tirety. <br />
