<br />City Council <br />Meeting Minutes <br />April 21, 2009 <br />Page 7 of 8 <br /> <br />particularly on the use tax. He also suggested putting values on what the tax <br />would provide. He stated it was important to get a baseline on public opinion. <br /> <br />Rich Fitzpartrick, 687 Wild rose Way, Louisville, CO thanked Council for <br />considering a citizen survey. He felt it would provide good information. He had <br />previously lived on the east coast and noted the property tax in Louisville is much <br />lower. He voiced his appreciation for the City's recreational areas, bike paths, <br />trails and open space and stated he would support tax increases. <br /> <br />COUNCIL COMMENTS <br /> <br />Councilor Muckle supported the survey and felt it would have value for citizen <br />education and a baseline. He will run for re-election on City financial issues. <br /> <br />Councilor Sackett supported the survey and reported hearing from residents on <br />how much they like the City and don't want services to change. <br /> <br />Mayor Pro Tem Marsella supported the survey. She agreed it was not a good <br />economic climate to put a tax issue on the ballot, but the survey would provide a <br />good baseline. She also agreed asking the right questions will be crucial. <br /> <br />Councilor Yarnell explained the survey will provide options for the residents and <br />allow them to prioritize the services they receive. There would also be options <br />for the type of taxes and what type of revenue could be derived. She stressed the <br />importance of getting the information out. <br /> <br />Mayor Sisk supported the Council being proactive on the options available to the <br />City. He supported the survey and stressed it would gauge the citizen's interest. <br />He asked for two volunteers from Council to work with Staff to finalize the survey <br />questions. He requested a BRaD member be involved. Councilors Dalton and <br />Muckle volunteered. <br /> <br />Richard Miller, 1230 Kennedy, Louisville, CO, suggested the survey could be put <br />off for a few months. He noted the unemployment rate is high and he questioned <br />the validity of the responses. <br /> <br />Councilor Dalton stated any survey is a snapshot of the time and reflect the <br />attitudes of the time. He felt trending the information is important and voiced his <br />support of the survey. <br /> <br />MOTION: Councilor Dalton moved Council direct the City Manager to proceed <br />with contracting with NRC, in the amount of $7,554, for the citizen survey. <br />Councilor Muckle seconded the motion. Roll call vote was taken. The motion <br />carried by a vote of 7-0. <br />
