City Council <br />Meeting Minutes <br />March 15, 2022 <br />Page 6 of 10 <br />Councilmember Most noted it is important residents know the impacts of the fire on the <br />City's budget. <br />Public Comments — None. <br />MOTION: Councilmember Brown moved to approved Resolution No. 18; Mayor Pro Tern <br />Maloney seconded the motion. <br />Mayor Stolzmann closed the public hearing. <br />VOTE: Motion passed by unanimous roll call vote. <br />DISCUSSION/DIRECTION — REMOTE PUBLIC PARTICIPATION FOR CITY COUNCIL <br />MEETINGS <br />City Clerk Muth stated the City Council has decided to return to in person meetings <br />beginning in April. Staff is requesting direction from Council on if they would like continue <br />to allow the public to attend and provide public comments both in person and remotely <br />(via Zoom). <br />The Council's current rules of procedure allow for electronic meetings but only "in the <br />event meeting in person is not practical or prudent due to a health epidemic or pandemic <br />or other state of emergency affecting the City" and it assumes all participants will be <br />attending remotely. If the City Council would like to continue to allow the public to attend <br />and give comments remotely at in person meeting, it should provide staff direction to <br />bring back changes to the Council's Rules of Procedure to allow such participation. <br />Allowing remote participation would give our currently displaced residents another way to <br />attend meetings when they may not be living locally. Additionally, remote participation <br />supports the City's equity efforts as it increases access to public meetings by giving <br />residents more options for how to attend. Regardless of how public participation is <br />managed, City Council meetings are available to anyone to watch via web stream through <br />the City's website and on Comcast Channel 8. <br />Public Comments <br />RJ Harrington, 473 East Raintree Court, encouraged the Council to continue allow remote <br />participation by residents allowing people flexibility as more COVID variants emerge. <br />Mayor Pro Tern Maloney supported having an option for both the public and <br />Councilmembers to participate remotely in a hybrid setting so people have as much <br />flexibility as possible. Councilmember Most agreed. <br />Councilmember Dickinson stated he supports allowing remote public participation for <br />meetings going forward as a way to give people more options to engage in the process. <br />
