City Council
Meeting Minutes
May 17, 2022
Cynthia Come, 438 Jefferson, stated Pine to South Boulder Road has schools close by
and she feels slower speeds should be considered here. More time is needed to look at
options as a four lane route with buffered bicycle lanes doesn't seem particularly creative.
Don Glass, 557 Augusta Lane, supports physically separating cars and bicycles.
Josh Cooperman, 216 Griffith Street, stated pedestrians and bikes should be prioritized
along the whole of Highway 42. With improvements the number of people biking and
walking along the route will increase. He is in favor of roundabouts vs stop lights and in
favor of underpasses. He suggested using medians with vegetation.
Mayor Pro Tern Maloney stated this is movement in the right direction and the City is
setting up for applications for federal money and DRCOG funding. He supports the bike
lanes as currently it is unsafe for bicycles many times of the day.
Councilmember Brown supports staff recommendation and right -sizing our roads so they
are calibrated to the amount of traffic and he supports bike lanes.
Councilmember Fahey expressed her support of the separated bike and pedestrian lanes.
She asked that the plantings be native and not grow tall to obstruct view.
Councilmember Dickinson stated he is in full support.
Mayor Stolzmann supports the separated bike lanes and is supportive of native plantings
and to make sure the vegetation good for pollinators. Pedestrians and cyclists will have a
much better experience.
She confirmed the Council support for the REC-ALT option. This project is critical to
revitalization and the more we can bring to the table the more funding we could get from
regional and state monies.
DISCUSSION/DIRECTION — PARKS AND MEDIAN PROJECTS
Playground Replacement
Director Kowar reviewed the projects noting the budget is about $150,000 per year for
each park. Neighborhood Parks are the priority/focus for this project. There are many
options for the play grounds and other options for the vegetation and turf. Different
components that can be brought together.
He reviewed the schedule noting Cottonwood is almost complete; Joe Carnival and
Meadows should be done this year and Enclave and Sunflower will be addressed once
debris removal is complete in the burn area.
