LL Cityof CITY COUNCIL COMMUNICATION <br />Louisville AGENDA ITEM 2 <br />COLORADO • SINCE 1878 <br />SUBJECT: DISCUSSION/DIRECTION — INTERNAL DECARBONIZATION <br />PLAN <br />DATE: JULY 26, 2022 <br />PRESENTED BY: KAYLA BETZOLD, SUSTAINABILITY COORDINATOR <br />KURT KOWAR, DIRECTOR OF PUBLIC WORKS <br />KEVIN FREY, FACILITIES MANAGER <br />EMILY HOGAN, ASSISTANT CITY MANAGER <br />MEGAN DAVIS, DEPUTY CITY MANAGER <br />SUMMARY: <br />In 2019, City Council advanced its commitment to climate action by unanimously <br />adopting Resolution No. 25, Series 2019, setting clean energy and carbon emission <br />reduction goals for the municipality and larger community. The municipal climate action <br />goals are as follows: <br />Meet all of Louisville's municipal electric needs with 100% carbon -free sources <br />by 2025 <br />Reduce core municipal GHG emissions annually below the 2016 baseline <br />through 2025 (2016 baseline is 4,016 mtCO2) <br />The 2022 Council Work Plan includes an item for "City Climate Change/Greenhouse <br />Gas Reduction Initiatives" to "Create internal strategic de -carbonization plan for City <br />facilities and operations". <br />The proposed RFP for the Internal Decarbonization Plan will include a strategic <br />roadmap for electrification and decarbonization of all City buildings, fleet, equipment <br />and operations by 2030. <br />BACKGROUND: <br />As of March 2020, all City facility electricity comes from carbon -free sources, which is <br />supplied as a premium charge added to each premise's monthly electricity consumption <br />through utility billing (Renewable*Connect and Windsource). City facilities also <br />participate in community solar gardens (CSGs) in Boulder and Weld counties and on - <br />site solar at the Water and Wastewater Treatment Plants. The CSGs and on -site <br />projects operate through Xcel Energy's Solar*Rewards programming. Currently, staff is <br />working with Xcel Energy to reduce its annual Windsource subscription to <br />accommodate changes in Xcel's grid renewable percentage. <br />In coordination with the Council adopted goals, $600,000 was allocated in the 2021 <br />budget for energy efficiency upgrades at municipal facilities, with the goal of reducing <br />energy consumption and decreasing renewable programming costs and utility costs. <br />CITY COUNCIL COMMUNICATION <br />3 <br />
