City Council <br />Meeting Minutes <br />June 21, 2022 <br />Page 6 of 9 <br />DISCUSSION/DIRECTION/ACTION — PAY EQUITY AND COMPENSATION MARKET <br />ANALYSIS FOLLOW UP <br />Human Resources Director Henger noted this is a continuation of the discussion on <br />April 18th. She noted the plan to bring all staff to the minimum level in their pay ranges, <br />the increase in retirement contributions, and the addition of two paid holidays as was <br />discussed then. She reviewed the results of the analysis. The Compensation Market <br />Analysis looks externally at pay and compares the City to other entities. The results are <br />incorporated into the pay structure the City uses going forward. <br />In order to make the City more competitive with surrounding entities the report <br />recommends increasing retirement contributions. The market analysis also <br />recommends adding President's Day and Juneteenth as holidays beginning in 2023. <br />The additional position requests are for the EDI Program Manager, Building Inspector, <br />Plans Examiner and Permit Technician. The last three positions costs would be offset <br />by building permit fees. <br />She reviewed the fiscal impacts for these adjustments. <br />Public Comments <br />Quinn Aaronson, a lifeguard at the Recreation Center spoke on behalf of all lifeguards <br />telling Council that long-term lifeguards are being paid less than new hires. Some have <br />been with the City over 5 years are making $12.00 per hour while a new hire can make <br />between $14 and $15 per hour. Every lifeguard still working at the pool is doing so <br />because of this community. Lafayette is currently paying $16.25 an hour. He asked <br />Council to approve the pay equity and compensate those for the amount of time they <br />have been with the City. <br />Mayor Stozlmann noted new funding coming from the Governor's office regarding for <br />lifeguards across the state. <br />Councilmember Leh asked who the EDI Manager will report to. Acting City Manager <br />Davis responded that the position will report to the City Manager. <br />Councilmember Brown stated he appreciates the commitment to EDI work and efforts to <br />make sure Louisville is competitive in the job market. <br />Mayor Stolzmann stated there is support for the four recommendations in the packet. <br />There may be some interest in following up memo on the Governor's funding for <br />aquatics and if we can apply for the funding. <br />MOTION: Mayor Stolzmann moved to approve the staff recommendations; seconded by <br />Councilmember Dickinson. <br />
