ORDINANCE NO. 637 & 638 PUBLIC HEARING STAFF REMARKS Minutes - page 11 March 20, 1979 to be dedicated to the City for open areas. This developement is providing in excess of 38%. Staff felt that was an extremely important planning aspect of the annex- ation. Staff has been concerned that the annexations could be done piece meal and that would preclude the City from ever ob- taining the vast amounts of open space that would fit the County, and City plan for Boulder as well as Louisville. Item 3. Land to be dedicated for public use. The City had a grant approved for the con- struction of ball fields in the south end of the City which will be lost if not used within a certain amount of time. Staff felt it important, the ball fields the City presently has are overused, that the property could come into the City and resolve the problem. Also there has been alot of interest shown in a possible re- creation center for the City of Louisville. Staff feels that the proposed recreation center in addition to other land that the developer is going to make available is going to provide the City with land to do that and many other facilities on the same site. Item 4. Lack of adequate sites for the construction of housing for senior citi- zens, low and moderate income housing. Staff recently completed a session with DRCOG on the City's feelings about low and moderate income. The City has com- mitted to the plan in many ways and could not provide low and moderate income housing without the annexation. Senior citizen housing can not be met with- out annexing property. Item 5. Mr. Wurl stated that the most eminent threat in terms of an emergency to the City of Louisville was the City of Boulders comments of possible condemnation.
