Open Space Advisory Board <br />Minutes <br />September 14, 2022 <br />Page 8 of 8 <br />Replacing the plan would cost about the same as implementing the entire wayfinding <br />project. <br />David asked about the trails element of the new PROST: how would it not be redundant <br />to the city's Transportation Master Plan? Adam thought they would overlap and the <br />TMP could help inform it, but the new PROST could go into higher detail about things <br />like surface types and design. <br />Laura suggested that there ought to be a citizen task force for the Cottonwood Master <br />Plan (like during the Rec Center remodel) so diverse users and stake holders can be <br />heard. <br />14. Discussion Item: 2023 Tax Extension for Open Space and Parks. Presented by <br />Adam Blackmore, Director of Parks, Recreation, Open Space and Trails <br />Adam said all of Open Space and much of Parks' budgets comes from a city 3.8% sales <br />tax that generates $1.5-2m annually. Adam wanted the boards to know that the tax <br />comes up for renewal next year. Council meets in December to plan work for 2023 <br />which will include the ballot measure. There must be a decision made about whether <br />the tax will sunset and what specific tax rate would be appropriate. The boards can be <br />consulted about this. In July the ordinance language for the ballot must be approved by <br />council, after which it cannot be altered. <br />Helen pointed out that the boards need to mind the specific language in the ballot <br />initiative, as it has changed and evolved over the years on other ballots. She added that <br />Lafayette got rid of the sunset provision for their similar sales tax. <br />Jessamine asked if the city had money for polling and consultants through this process, <br />and Adam replied that the city does. Jessamine volunteered that she has experience <br />with two different ballot measures and would like to help staff in any way she can. <br />15. Discussion Items for the October meetings. <br />A. PPLAB: <br />• Talking with Abby McNeal. <br />• Pick up where they left off in June. <br />• John suggested starting a half-hour earlier for a quick meeting for the Bee City <br />USA committee. <br />B. OSAB: <br />• Acquisition ranking process discussion. <br />• Meeting the new senior naturalist. <br />• Work on the County submission wish list. <br />• Having a chance to weigh in on the Coal Creek Trail CIP. <br />• Staff update on the wash out area at Dutch Creek. <br />• Feedback for communication with council. <br />• Update on staff's wildfire mitigation plan. <br />16. Adjourn <br />The meeting adjourned at 10:00 pm. <br />
