Cityof ECONOMIC VITALITY COMMITTEE
Louisville
COLORADO • SINCE 1878
SUBJECT: STAFF UPDATES
DATE: NOVEMBER 18, 2022
PRESENTED BY: AUSTIN BROWN, ECONOMIC VITALITY SPECIALIST
SUMMARY:
In the following, staff provides updates on recent activity related to core economic
vitality functions.
Recent Business Openings & Closings
Snarf's Sandwiches (1110 E South Boulder Road) had its grand opening on Monday,
October 31. Snarf's is a sandwich shop founded in Boulder in 1996. Snarf's currently
has a Business Assistance Program (BAP) agreement for a 50% rebate of Building
Permit Fees and Construction Use Tax, and a 50% rebate of Sales Tax over a five-year
period.
Staff has learned that Creative Framing (916 Main Street) will not be able to renew its
lease upon expiration in May 2023. In addition to creating a vacancy in downtown, this
loss would likely affect the arts and culture of downtown Louisville as owner Janet
Russell is heavily involved in the Louisville Arts District and its First Friday Art Walks.
947 Pine Street (currently KLY Gas & Groceries) and 956 W Cherry Street (Paul's
Coffee, Koru Chiropractic, The Source, Nails 2000, Domino's, and TheTentLab) have
been listed for sale. The property brochures are included as Attachment #1 and
Attachment #2.
Downtown Patio Removal
The summer outdoor dining patios were removed from Main Street on November 1. The
patio program will return in April 2023.
Louisville Revitalization Commission Budget Update
The LRC reviewed and approved the 2023 Urban Revitalization District (URD) budget
during its October 12 meeting. The 2023 Urban Revitalization District (URD) budget was
approved by City Council during its November 1 meeting. The budget went back to the
LRC for final adoption during its November 9 meeting. Resolution 22-06 adopting the
2023 URD budget is included as Attachment #3.
Small Business Saturday
Staff previously mentioned Small Business Saturday during the October EVC meeting.
The marketing campaign and website launched on November 1. In conjunction with the
Chamber of Commerce, Economic Vitality has made Small Business Saturday posters
and "Thanks for Shopping Local, Louisville" window decals available to all Louisville
businesses. Economic Vitality is also allowing businesses to submit their Small
Agenda Packet P. 21
