I 7�: <br />ITEM: 2023 City Council Work Plan Update <br />PLANNER: Elizabeth Kay Marchetti, AICP, Senior Planner <br />Planning Commission <br />Staff Report <br />November 10, 2022 <br />SUMMARY: <br />These are the items Staff is presenting for inclusion in the 2023 City Council Work Plan. <br />Planning Commission discussed all of these during their October 14, 2021 meeting for <br />inclusion on the 2022 City Council Work Plan. The list below includes items that are not <br />yet complete on the 2022 City Council Work Plan, due primarily to shifts in work priorities <br />in response to the 2021 Marshall Fire. <br />City Council initially approved the 2022 Work Plan in December, 2021 and was formally <br />adjusted by the City Council in February 2022 following Marshall Fire. The adopted Work <br />Plan is provided as an attachment. <br />2023 City Council Work Plan Carryover items: The 2022 Work Plan includes a <br />list of items that Council priorities for completion within 2022. The list is organized <br />by priority and required annual/recurring items. The following items will include <br />involvement of the Planning Commission: <br />o Old Town Overlay Zone District — The 2021 /2022 budget includes <br />consultant support to review and revise the regulations for the Old Town <br />Overlay. The city is midway through this project, but won't be complete this <br />year and will carry over into 2023. <br />o Open Space zoning — Additional properties have been identified by the <br />Open Space Advisory Board and City Council for possible rezoning to <br />Open Space. Planning staff is supporting Parks, Recreation, and Open <br />Space staff on this project, which will be presented to Planning <br />Commission for recommendation when ready. <br />o Comprehensive Plan Update: Included in the 2023 budget is allocation of <br />funds for an update to the city's Comprehensive Plan. Planning <br />Commission will have a critical role in the development of this plan. <br />■ A housing study is also budgeted and planned in advance of the <br />Comprehensive Plan. <br />• 2023 City Council Work Plan Recommendations: <br />o Dark Sky Lighting — This item was removed from the 2022 Work Plan as a <br />result of the Marshall Fire. Staff prepared a draft of the proposed code in <br />2021. Public engagement and public hearings must still occur. Staff <br />recommends adding this to the 2023 Work Plan. <br />
