LL Cityof CITY COUNCIL COMMUNICATION <br />Louisville AGENDA ITEM 2 <br />COLORADO • SINCE 1878 <br />SUBJECT: CITY COUNCIL ANNUAL WORK PLANNING — SESSION <br />DATE: DECEMBER 12, 2022 <br />PRESENTED BY: JEFF DURBIN, CITY MANAGER <br />MEGAN DAVIS, DEPUTY CITY MANAGER <br />EMILY HOGAN, ASSISTANT CITY MANAGER <br />SUMMARY: <br />City Council will conduct the first phase of its annual work planning on December 12, <br />2022, with a second follow-up meeting to be held on January 17, 2023. The goal of the <br />work planning sessions is to finalize a realistic work plan for 2023 that reflects Council's <br />priorities on issues that require Council policy direction or action. The work plan will <br />include issues that City Council plans to address throughout the course of the year, the <br />approximate meeting time Council will devote to each issue, and a rough schedule (by <br />quarter) when Council will consider each issue. <br />The Council work plan helps align staff's internal work plans with Council engagement. <br />In addition, the work plan helps the public understand the key issues that City Council <br />will focus on in the coming year. <br />The work planning sessions will be facilitated by June Ramos, with J Ramos <br />Associates, LLC. The first meeting will include an introduction to the work planning <br />process followed by a facilitated discussion to set criteria for prioritization, and a review <br />of potential work plan items. At the January 17 meeting, Council will prioritize the work <br />plan items and determine the desired timing for consideration of the items, within <br />constraints of the City Council's 2023 meeting schedule. Once completed, staff will use <br />the approved Council 2023 City Council Work Plan to develop the advanced agenda for <br />the year. A working agenda for the meeting is included as Attachment 1. <br />BACKGROUND: <br />The City Council annual work plan includes all the items that the Council plans to <br />address throughout the calendar year. The work plan is limited to what can feasibly be <br />accomplished by staff and Council over that time. Currently, the draft includes more <br />items than Council or staff will be able to accomplish over the course of the year, so City <br />Council will need to reduce the draft work plan considerably. <br />The 2022 work plan was adjusted in January to address the emerging recovery needs <br />from the Marshall Fire. In 2022, 24 items were included on the work plan (not including <br />Annual/Recurring items), with 8 identified around Marshall Fire recovery (as high <br />priority), 5 non -Marshall Fire as high priority, 10 prioritized as medium, and 3 prioritized <br />as lower. <br />CITY COUNCIL COMMUNICATION <br />2 <br />
