Historic Preservation Commission <br />Meeting Minutes <br />November 07, 2022 <br />Page 5 of 11 <br />Discussion by Commissioners: <br />Haley mentions that the interior seems tied together with the exterior <br />preservation. <br />Burg agrees with Haley. <br />Dunlap asks about insulation and the requirement to upgrade it to current code. <br />Ritchie mentions that the new insulation would have to adhere to our adopted <br />energy code. <br />Dunlap asks if by approving this, we are setting a precedent that other <br />applications can also get their insulation and drywall covered. <br />Ritchie says every application is unique but she does not believe the <br />commission would be setting any kind of precedent for future applications. <br />Burg reiterates that this interior work directly affects the exterior. This truly is <br />unique. <br />Dunlap asks the commission if they would feel more comfortable with a smaller <br />grant amount because of the upgrade in siding, reducing it from $10,000 to <br />$5,000. <br />Haley says she is not sure if it is a large enough amount to nickel and dime. <br />Burg reminds the commission that the amount is so large because this is for the <br />entire home. The home will look nearly identical to what it looks like now. <br />Haley says that it seems that they have done above and beyond what they need <br />to do in order to landmark. She goes through the landmarking criteria and <br />believes it meets each one. <br />Dunlap moves and Burg seconds a motion to approve Resolution 1, Series <br />2022, approving 612 Jefferson Ave as a Historic Landmark. Motion passes <br />unanimously by a roll call vote. <br />Burg moves and Dunlap seconds a motion to approve Resolution No. 2, Series <br />2022, approving 612 Jefferson Ave's Alteration Certificate. Motion passes <br />unanimously by a roll call vote. <br />Dunlap moves and Burg seconds a motion to approve Resolution No. 3, Series <br />2022, approving 612 Jefferson Ave the grant request in the amount of $100,875. <br />Motion passes unanimously by a roll call vote. <br />Public Hearing Items <br />B. 600 Lincoln Ave: Landmark, Alteration Certificate, and Grant Request — A <br />request to Landmark and approve an Alteration Certificate and Grant <br />request for the property at 600 Lincoln Avenue. <br />Staff Presentation (Landmark): <br />Brackett Hogstad begins her presentation by reviewing the property location. <br />She reviews the historic conditions and displays what the current condition of the <br />property is. <br />12 <br />
