The General Fund would be used to transfer <br />money into the fund if the balance got too low, as shown in the Inter -Fund Transfer table (page <br />30). The tax does not adequately fund the current needs of the Parks and Open Space <br />department and the City is relying on the General Fund to subsidize it. <br />Helen asked what the "Intergovernmental Revenue" and the "Other Miscellaneous Revenue" <br />were. She also wanted to know what the Central Fund -wide Charges were. Ember could not <br />answer this. <br />Helen asked about the $1.7 million being spent on the 1041" Street Trail. David asked if the cost <br />of the 104t" Street Trail will get reimbursed by the County, Lafayette, and the grants. Ember <br />said it would get reimbursed via grant funding, but not immediately. <br />Helen said she thinks the board should do a budget review at the end of every year. She <br />cautioned that in the past there have been loans and transfers into and out of this fund that have <br />been very confusing and nontransparent. She added that there currently isn't a minimum fund <br />balance being maintained to purchase available properties. Helen asked if there was ever a <br />reserve fund balance. Helen asked if it could be listed as liability. <br />David asked where CIPs get funded. Ember said that the Council decides this in the CIP <br />budget process. He was curious how projects like the proposed paving CIP of the Coal Creek <br />Trail between Dillon and Highway 36 would be funded. <br />Laura argued that the amount of money in the balance has become inconsequential for fee <br />simple acquisition of the expensive remaining undeveloped land in Louisville. Calling it a fund <br />for acquisition may be becoming disingenuous. <br />Helen asked about the fund transfer history and how it relates to Open Space vs. Parks. Ember <br />said that according to the Finance Director, the language was intentional: to fund Open Space <br />needs first and then to do transfer to fund Park's needs. Helen thought how CIPs were funded <br />were inconsistent. <br />Susan asked why there weren't capital lines for 2023 and 2024. Ember said it was because <br />council hadn't approved that budget yet. <br />Helen asked if this could be updated and her questions could be answered for a December <br />meeting. <br />Action Item: Finalize 2023 City Council Work Plan Recommendations. Presented by <br />David Blankinship, OSAB Chair <br />David reiterated that the board received direction to weigh-in to the City Council's work plan for <br />2023. He felt that council is likely to want input about policy priorities rather than CIP requests, <br />like wayfinding. <br />David said his top three would be: PROST planning, wayfinding, and some sort of process <br />budget review that prevents CIP projects like the half-and-half trail section, the paving of the <br />Coal Creek Trail section, the paving of Davidson Mesa parking lot, the creation of sidewalk <br />along Washington St. without input from the board.
