Planning Commission
Meeting Minutes
March 10, 2022
Howe agrees that it is hard to know what parking will look like in the future. It may be
possible to limit parking by having a limited timed parking such as 2 hours.
Brauneis mentions that DBA sponsors the street fair. It is important to note that DBA
has already expressed that they are not concerned with parking during the street fair.
We have seen changes to parking and parking has become more limited through the
years.
Krantz says that it is coming together for her. She dose like this idea for downtown. She
appreciates the applicant addressing the noise issue. It makes sense to her to create a
new use. Do we need to do anything additional to make sure there is enough parking?
She wonders if there can be restrictions put into place for future parking problems that
could arise.
Brauneis says it is in the venue's best interest to avoid having a reputation as creating
a parking problem.
Diehl says the most compelling statement that has been said is that the DBA does
support this proposal. If they are onboard and are not concerned with parking, then he
is not concerned with the parking. He is in support of the application.
Howe asks if they need to have two motions.
Brauneis says that they need two motions, one for each resolution.
Diehl moves and Howe seconds a motion to approve Resolution No. 4, Series 2022.
Motion passes unanimously by a roll call vote.
Diehl moves and Moline seconds a motion to approve Resolution No. 5, Series 2022.
Motion passes unanimously by a roll call vote.
COMMISSIONER COMMENTS
Moline asks for an update on in -person meetings.
Zuccaro says that in -person meetings will begin in April. Staff is planning to have these
be hybrid. The intention is for staff, the applicant, and commissioners to be in -person
whereas the attendees could be virtual.
Howe asks for an update on the Redtail Ridge.
Zuccaro says the Redtail Ridge's GDP is scheduled to be voted on in the election for
next month. There will not be any further deliberation on this proposal. If the voters vote
yes, they are approving the Redtail Ridge's GDP. This will not come back to the
Planning Commission. There is a final subdivision plat for this property, which is a
quasi-judicial matter and will go to the Planning Commission.
Howe asks if as citizens, are the commissioners allowed to vote on this?
Zuccaro says they can vote on it. He recommends being cautious about talking to the
public and avoid ex-parte communication since they will be voting on the plat.
STAFF COMMENTS
Zuccaro mentions training options and timing of those. Would the commission want
more time with Kathleen?
Krantz says the training was helpful.
Moline mentions that if the presentation could be available to them, it would be helpful.
Zuccaro says that staff can send it to the commissioners.
Diehl asks how far along Kathleen was in her presentation.
Zuccaro says she was towards the end of it but there was no time for discussion or
questions. He says next time they could do an hour of training.
