Planning Commission <br />Meeting Minutes <br />June 23, 2022 <br />Page 2 of 14 <br />• Case Planner: Lisa Ritchie, Fire Recovery and Planning Manager <br />Ritchie asks that the commissioners table this agenda item instead of voting for a <br />denial so that it can properly be posted and go back to a public hearing. <br />Hoefner moves and Howe seconds a motion to table the inclusionary housing agenda <br />item. Motion passes unanimously by a roll call vote. <br />CONTINUED BUSINESS — PUBLIC HEARING ITEMS <br />A. Final Plat, Planned Unit Development, and Special Review Use: Consideration of <br />a Final Plat, a Planned Unit Development Amendment, and a Special Review Use for <br />Lots 1 through 9 of Block 1 of the Delo Lofts Subdivision. The Delo West PUD, <br />proposes amending the Delo Lofts PUD to allow for the construction of two 33-unit <br />market rate apartment buildings and a 1,575 square foot commercial structure near the <br />corner of Cannon St. and Griffith St. CONTINUED FROM JUNE 9, 2022 <br />Applicant: Oz Architecture <br />Case Planner: Lisa Ritchie, Fire Recovery and Planning Manager <br />Staff Presentation: <br />Ritchie discusses the traffic concerns that were brought up at the last meeting. <br />The applicant did consult with their traffic engineer who wrote a trip generation letter, <br />which forecasts anticipated traffic demands. This projects an estimate for traffic volume <br />from this development. Between the two uses of housing and retail, there are 532 daily <br />trips. The AM peak volume is 30 daily trips and the PM peak volume is 44 daily trips. <br />She gives the commissioners a comparison using Delo Phase 1, 1A and 2. That <br />development generates 2900 trips daily. The AM peak volume is 249 daily trips and the <br />PM peak volume is 257 daily trips. <br />She mentions that since hearing the concerns about drainage from the last meeting, <br />staff has included an additional condition to the recommendation. <br />Staff Recommendations: <br />Staff recommends approval with the following conditions: <br />1. The PUD shall include hours of operation and hours for amplified music for the <br />exterior patio to the rear of the commercial space and the amenity areas to 7:00 <br />am through 10:00 pm, 7 days a week. <br />2. The applicant shall amend the PUD to require black coated chain link fence <br />around the pickleball court. <br />3. Prior to the City Council public hearing, the applicant shall make minor <br />modifications to the drainage report and drainage plan to ensure alignment in the <br />plans. <br />Commissioner Questions of Staff. <br />Hoefner says concerning the trip generation, the daily number for residential seems <br />really high compared to the peak numbers. What are those other trips? <br />Ritchie says she is not sure. <br />Zuccaro mentions that for a residential use, there are trips that are more frequent <br />during the day than commercial use, which will really just have those peak AM and PM <br />hours. <br />
