Wildland-Urban Interface PUD Fence Exceptions: Consideration of a draft <br />ordinance to allow exemptions to requirements within PUDs in the City of Louisville that <br />require wood fences immediately adjacent to structures. <br />• Case Planner: Lisa Ritchie, Fire Recovery and Planning Manager <br />All notice was met as required and there is no commissioner conflict of interest. <br />Staff Presentation: <br />Ritchie gives an overview of the December 30, 2021 Marshall Fire and the affects it has <br />had on wooden fences. It is mentioned that wood fences did contribute to the fire <br />spread. <br />Fence regulations were originally adopted in 1973 and last amended in 1995. PUDs <br />sometimes contain fence standards such as the following: <br />• Applying various fence standards throughout the development, ranging from <br />applying only to certain perimeters to applying to every fence. <br />• Predominate fence materials are wood and "California chain link." <br />She then gives the following background on Wildland Urban Interface (WUI). <br />• It is commonly adopted in forested areas. <br />• This can apply to both building materials and design of structures, and to <br />landscape and property maintenance. <br />• To date, the City has not adopted WUI standards. <br />• Typically, zero to five feet from the structure is the most critical zone. <br />She concludes her presentation discussing the draft ordinance. There would be a <br />citywide PUD fence exemption for fences within 5-feet of the principal structure. If a <br />Planned Unit Development requires a fence constructed of wood or another <br />combustible material, a property owner may install a noncombustible fence for up to five <br />feet of the portion of the fence that connects to the principal structure, provided that: <br />• The fence matches the height the limit set forth in the Planned Unit <br />Development; and <br />• The fence shall match the design intent for openness or solid construction <br />set forth in the Planned Unit Development. <br />Staff Recommendations: <br />Staff is recommending approval of Resolution 11 Series 2022, recommending approval <br />of the draft ordinance. <br />Commissioner Questions of Staff. - <br />None is heard. <br />Public Comment: <br />Moline moves and Krantz seconds a motion to enter the public comments, addendum <br />one, received via email into the meeting packet. Motion passes unanimously by a voice <br />vote. <br />
