Open Space. <br />Town of Superior Open Space and Cily of Broomfield Open Space Trails <br /> <br />Dear Louisville Open Space Advisory Board: <br /> <br />On April 16, 2009, a group of directors, managers and staff members from <br />several local open space agencies .met to discuss the standardization of <br />regulations on the Rock CreeklCoal Creek regional trail system. The goal <br />of this working group was to recommend a set of unified mles and <br />regulations throughout the regional trail system with the intended outcome <br />being to enhance user experience and minimize confusion. As the <br />regional trail systems continue to grow, it becomes more and more <br />impOltant for local agencies to work together to create a regulatory system <br />that is easy to administer and easy for the public to understand. By <br />working together we hope to create a system that is built for success. <br /> <br />To recognize and respect each agency's autonomy, the group clearly <br />defined the limits of the Rock Creek/Coal Creek regional trail system. <br />The attached map shows the extent of this trail system. Any <br />recommendcd rule changes only apply to the trails defined on this map. <br />Trailheads and parking lots are not considered part of this proposal and <br />would remain under the same rules and regulations that currently govern <br />those areas. The trail corridor is detined to only include the actual trail. <br /> <br />After reviewing each of the agency's mles,the following <br />recommendations were agreed upon by all of those in attendance. The <br />commitment trom each representative was to then bring this proposal back <br />to his or her respective city councils or advisory boards to begin the <br />necessary process tor creating as set of unified regulations. <br /> <br />I. All pets must be on leash (no length restriction on leash) <br />2. Pet waste removal required <br />3. Hours of operation - Trails only closed from midnight-4am <br />4. Alcohol prohibited <br />5. Equestrian use - Where designated only <br />6. Fires - Where desil,'Ilated only <br /> <br />It was also agreed that Boulder County Parks and Open Space (BCPOS) <br />Rangers should have at least a secondary patrol function on all parts of <br />these trails, except those within Broomfield County. This would allow <br />BCPOS Rangers to write citations for violations on all sections of the <br />regional trail, which are owned, leased or otherwise managed as "open <br />space". This would aid in the consistent enforcement of the regulations on <br />these trails. Any criminal activity on these trails would be handled by the <br />local law enforcement agency that governs that section of trail. <br />
