Town of Superior Open Space and Cily of Broomfield Open Space Trails Dear Louisville Open Space Advisory Board: On April 16, 2009, a group of directors, managers and staff members from several local open space agencies .met to discuss the standardization of regulations on the Rock CreeklCoal Creek regional trail system. The goal of this working group was to recommend a set of unified mles and regulations throughout the regional trail system with the intended outcome being to enhance user experience and minimize confusion. As the regional trail systems continue to grow, it becomes more and more impOltant for local agencies to work together to create a regulatory system that is easy to administer and easy for the public to understand. By working together we hope to create a system that is built for success. To recognize and respect each agency's autonomy, the group clearly defined the limits of the Rock Creek/Coal Creek regional trail system. The attached map shows the extent of this trail system. Any recommendcd rule changes only apply to the trails defined on this map. Trailheads and parking lots are not considered part of this proposal and would remain under the same rules and regulations that currently govern those areas. The trail corridor is detined to only include the actual trail. After reviewing each of the agency's mles,the following recommendations were agreed upon by all of those in attendance. The commitment trom each representative was to then bring this proposal back to his or her respective city councils or advisory boards to begin the necessary process tor creating as set of unified regulations. I. All pets must be on leash (no length restriction on leash) 2. Pet waste removal required 3. Hours of operation - Trails only closed from midnight-4am 4. Alcohol prohibited 5. Equestrian use - Where designated only 6. Fires - Where desil,'Ilated only It was also agreed that Boulder County Parks and Open Space (BCPOS) Rangers should have at least a secondary patrol function on all parts of these trails, except those within Broomfield County. This would allow BCPOS Rangers to write citations for violations on all sections of the regional trail, which are owned, leased or otherwise managed as "open space". This would aid in the consistent enforcement of the regulations on these trails. Any criminal activity on these trails would be handled by the local law enforcement agency that governs that section of trail.
