<br />October 4, 1977 <br />Page 2, Minutes <br /> <br />ORDINANCE #567 CONTINUED <br /> <br />speaking against the Ordinance 1f567 was <br />Nadine Lybarger 1428 Main St., who pre- <br />sented a petition of 123 signatures of <br />persons against the ordinance. She also <br />requested that the matter be brought to <br />a vote of the people. <br />Also speaking against the ordinance was <br />Rita Wisek 338 Main St., Bud Barday <br />600 Garfield and Mary Parkin 936 Parkview. <br />Barbara McKee asked several questions <br />about the ordinance pertaining to the <br />trapping of the animals. <br />Other comments against the ordinance <br />included the concern of cats hanging them- <br />selves with the collars, also cats would <br />be picked up and brought over to the pond <br />and the designation of three cats making <br />a kennel. <br />There were no other comments and the <br />discussion was turned over to council. <br />Councilman DiLorenzo stated for the record <br />that she was not a cat hater and that the <br />only reason she did not have any was <br />becasue she was alergic to them. She stated <br />that she has had many complaints from citi- <br />zens of the City and was trying to protect <br />them as well as the cats. <br /> <br />Councilman DelPizzo felt this to be a highly <br />controversial issue and that it should be <br />brought to a vote of the people. He also <br />stated that in the ordinance it stated that <br />if a cat is picke up three times in one <br />month it is classified as an abandoned cat <br />and therefore the animals would not really <br />be able to run at large as stated by <br />Attorney Joss. <br /> <br />Percy Conarroe stated that it should be put <br />in the ordinance how the animal is going <br />to be caught. <br /> <br />Councilman Caranci stated that under the <br />dog control it does not state any specific <br />means of catching the animal. <br /> <br />After comments Mayor Waschak closed the <br />public hearing and Councilman DelPizzo moved <br />that the ordinance #567 be defeated. <br />There was no second; Mayor Waschak stating <br />that the motion was dead. <br />
