<br />KEITH HELART CONT'D <br /> <br />Mr. Helart stated he had discussed this <br />proposal with Mr. Wurl and staff, and if <br />Ordinance #527 was withdrawn for 1977, <br />Parks & Rec. would allow $25,000 of the <br />service expansion fund to be used for a <br />street overlay project. Federal Grants <br />are anticipated to take care of 50% of <br />Parks projects - this has been cleared with <br />the B.O.R. with the City acting as con- <br />tractor as long as the time schedule is met. <br />Page 6 deals with long term planning for <br />Parks. At the present time, Mr. Helart <br />commented, Parks & Rec. was operating <br />almost entirely off development money, <br />when development drops off the City would <br />be expected to pick up the tab. <br />As a solution in the future recreation must <br />be from 93-95% self supporting. <br />Parks maintenance is allowable by law to <br />levy taxes , even though Council has never <br />considered this. Mr. Helart recommended <br />this action be taken. <br />The Park & Rec. Board had considered a <br />use fee for County residents who use City <br />facilities and it is difficult to set-up <br />a collection agency, therefore, he suggested <br />a method of taxation by the County to <br />compensate for this situation. <br />He believes that the expansion fee should <br />be maintained as is on a current distribu- <br />tion, and recommended that the new <br />Conservation Trust Fund be included in <br />future planning. <br />He also recommended that the General Fund <br />be reimbursed from their Capital Improve- <br />ments for services rendered by the City <br />Engineer, and Planner. <br />The Five Year Financial Plan was explained <br />by Mr. Helart by line item. <br />He again emphasized that a mill levy should <br />be considered regarding parks maintenance. <br />He then requested that Ordinance #527 <br />be withdrawn and his alternative proposal <br />be accepted. <br /> <br />Councilman McDonald asked if Council could <br />be guaranteed 50% of the recreation fees <br />would be collected with the balance to <br />come from the General Fund. <br />Mr. Helart stated that it would. <br /> <br />-2- <br />
