SPECIAL MEETING

LOUISVILLE CITY COUNCIL

AUGUST 31, 1976

Mayor Waschak called the special meeting to order at 7:30 PM with the
following Council members present: Domenico, Caranci, DiLorenzo,
DiCarlo, McDonald and DelPizzo.
Mayor Waschak informed Council that the special meeting was to award
the bid for the water tank.

Mr. Noel Hobbs of Rocky Mountain Consultants distributed a summary of
the bid opening, a letter from the low bidder, Western Empire Con-
structors, Inc., and a sumrr~ry as to what has happened up to date.

He also reviewed with Council the different alternates on the tank and
noted that the low bid froITl Wester Empire Constructors, Inc. was
$492,691, per the engineers plans and specifications.

Mr. Hobbs stated that since all bids exceeded the proposed budget and
the engineers estimates, Rocky Mountain Consultants has been working
with Western Empire Constructors, Inc., to ascertain from them what they
would build the prestressed alternate for if a different system and
foundation was constructed.
Basically what has been considered is; removing the caissons, over
excavating under the tank 3 feet, backfilling with 2.5 foot of gravel
and .5 foot of sand and laying a post tension slab on that. Underdrain
piping would be added to that system to keep the sub surface area free
of water.

He stated that from bid schedule in, the staff looked at wasting the
excess excavation material on the site of the Lafayette land.

The last change identified, is adding some post tensioning to allow
for any differential settlement, raising the residual compression from
250 PSI to 500 PSI. This wDuld be an addition to the cost.

Mr. Hobbs stated that he has looked at several tanks that Western
Empire Constructor, Inc., has built in the Denver area.
He stated that with the changes the bid comes down to $481,191 to do
the work that is called for in the original contract documents de-
ducting the wasting materials and for the painting of the facility.

l1r. Hobbs stated that they have considered the different alternates
which would provide the best possible system for the City and his
recommendation was that the bid in the amount of $421,575, from
Western Empire Constructors, Inc., be approved, as it also stays
within the city's budget.

Councilman DelPizzo stated that if this is an all concrete tank, it is
very much different then what was first decided upon. He felt the plans
were altered drastically.

Mr. Wurl stated that it was Councils wish to call for bids on all the
different alternatives.
