Budget Priorities <br />The second section of the questionnaire contained a series of <br />questions about priorities for capital improvements and for day- <br />to-day service delivery. <br />Capital Budget: On a scale of 1 to 5, where 1 was "very low <br />priority" and 5 "very high priority," the capital improvements <br />which had the highest average (mean) ratings were (see Table 3): <br />. Expanding water treatment facilities (3.8) <br />. Buying water rights (3.8) <br />• Buying land to develop as parks (3.7) <br />. Developing parks for uses such as playgrounds, baseball, <br />soccer, etc. (3.7) <br />The capital improvements which had the lowest average ratings <br />were: <br />. Improving street lighting (2.8) <br />. Improving neighborhood streets (2.9) <br />. Building additional drainage facilities (2.9) <br />Differences by Ward: There are no statistically significant <br />differences by ward in priorities for capital improvements. <br />8 <br />
