Operating Budget: Respondents were also asked to rate their <br />priorities for the city's operating budget. Using the same 5 <br />point scale, the following were given an average (mean) priority <br />rating of at least 4.0 (see Table 4): <br />. enforcement of dwi/dui (4.2) <br />. crime prevention (4.2) <br />. youth programs (4.0) <br />Respondents assigned the lowest priority to art and cultural <br />programs (3.0). <br />It is interesting that respondents gave somewhat higher priority <br />on average to operating budget items than to capital <br />improvements. <br />Differences by Ward: There are several operating budget items <br />which are given significantly different priorities across wards. <br />Respondents in ward 3 gave a higher average (mean) priority <br />rating to enforcing traffic laws and to crime prevention than did <br />respondents in the other two wards. <br />10 <br />
