The City Manager shall by written order adopt a Recommended Plant <br />Materials List for development subject to the CDDSG, which List may be <br />updated periodically by subsequent written order of the City Manager. <br />Prior to adopting any such order, the City Manager may obtain the input of <br />HFAB, the Planning Department, and any other persons regarding such <br />List, and may notice and hold any public meetings the Manager deems <br />advisable to assist in formulating any such order or List. The <br />Recommended Plant Materials List shall be maintained on file in the <br />Planning Department. All applicants for development subject to the <br />CDDSG shall be advised as to the existence of the Recommended Plant <br />Materials List and a copy thereof shall be made available to such <br />applicants. Selection of plant materials is enemnaged preferred from the <br />Recommended Plant Materials List (G), and in light of the following <br />standards and guidelines: <br /> 1) Select plan materials on the basis of suitability to climate, setting, <br /> l ong-~eason of visual appeal (mnlti-sea~qon plants: good architectural <br /> appeal: long bloom time: branching structure or ornamental grasses, <br /> for instance): and compatibility with other development plantings, <br /> character and functions. (G) <br /> a_ Include a recommended ratio of evergreen to deciduous ~qhmbs <br /> plants of 1:3 <br /> b_ No Russian Olives: silver or columnar poplars: aspens; Siberian <br /> Elms or narrowleaf cottonwoods should he allowed <br />2) Select plant materials that are free of disease and harmful insect <br /> problems. (S) <br />3) To avoid the spread of disease; avoid planting more than 20 nercent of <br /> a site with any single nlant species_ On small sites (.less than 2 acres): <br /> some flexibility may he granted to achieve snecific design objectives; <br /> subject to review and approval of the City Forester. (G) <br />4) The quality of plant material selected will follow the guidelines of the <br /> "American Standard for Nursing Stock" by the American Association <br /> of Nurserymen. (S) <br />5) Proper drainage is required for all major plantings to ensure the <br /> establishment of a good root system and healthy growth. (S) <br />6) The installation of all landscaping shall be done by an established <br /> landscape contractor who follows the procedures set forth by the <br /> American Association of Landscape Contractors and its local agencies. <br /> (s) <br />7) All landscaping and landscape material shall be backed by a warranty <br /> of the owner and the Contractor for a minimum of one year, as detailed <br /> in the development agreement. (S) <br />8) A performance guarantee is required to ensure completion of <br /> landscaping. (S) <br />9) Artificial plants of any type, size or color are not allowed as exterior <br /> landscaping within any development parcel. (S) <br /> <br /> <br />
