8-3-10-5. PUD sketch plan. <br />A. Generally. The PUD Sketch Plan is an optional step in the PUD process. <br />B. Disclaimer. The PUD Sketch Plan is not part of a formal application for approval of a PUD and no comments <br />made by the City with regard to a PUD Sketch Plan shall be binding on the City's consideration of any <br />subsequent application, or result in the vesting of any rights under this LDC or state statute. The voluntary <br />submission of a PUD Sketch Plan shall constitute a complete waiver of any and all legal claims that are based <br />on, or arise from, Planning Commission or City Council review of, or comment upon, such PUD Sketch Plan. <br />C. Contents of PUD Sketch Plan. At a minimum, the PUD Sketch Plan shall include the following information: <br />1. Proposed land uses; <br />2. Proposed density or intensity; <br />3. General location of public and private open space; <br />4. General location of existing and proposed buildings; <br />5. General layout of existing and proposed street and pedestrian networks; and <br />6. General layout of existing and proposed major utilities and public services for the development. <br />Review Considerations. The review of a PUD Sketch Plan may address the following topics: <br />1. Whether the PUD Sketch Plan appears to be consistent with the Comprehensive Plan, or reflects <br />conditions that have changed since the adoption of the Comprehensive Plan; <br />2. Whether the PUD Sketch Plan appears to outline a development that will address a unique situation, <br />confer a substantial benefit to the City, or incorporate creative site design such that it achieves the <br />purposes set out in Section 8-3-10-1, Purpose of Planned Development Zone, and represents an <br />improvement in quality over what could have been accomplished through strict application of <br />otherwise applicable zoning district or development standards; <br />3. Whether the PUD Sketch Plan appears to represent a high -quality, functional design for the scale and <br />type of land use that is proposed, provides for appropriate integration into the City's street, sidewalk <br />and trail networks, and provides for appropriate transitions to adjoining property; and <br />4.
