Recreation Advisory Board <br />Minutes <br />July 24, 2023 <br />Page 3 of 4 <br />unanimous sentiment from Board and Commission members that City <br />Council is not listening to them. <br />Angie said that it might be worthwhile to meet with Boards from other local <br />communities. <br />The Parks and Recreation Department is working on an RFP to update the <br />Master Plan. RAB members wonder why staff could not be tasked with this, <br />rather than spending a lot of money on consultants. <br />Kathy reported that the Rec Center also has a policy for dealing with unruly <br />patrons. <br />CIP Requests <br />This is Year One of a 2-year budget. Kathy passed out information outlining <br />CIP requests and said that the Board could provide input. The RAB Board <br />created a Work Plan last fall. Kathy, Lisa, and Michele will review that Plan <br />and submit the relevant parts to the Finance Director. <br />Motion: RAB members support the submission of the relevant 2023 RAB <br />Work Plan items to the Finance Director for consideration as CIP requests. <br />Moved: Lisa Norgard <br />Second: Dick Friedson <br />The motion passed unanimously. <br />Board Updates <br />Decarbonization Memo <br />Gene and Dick worked on a memo to respond to the Decarbonization <br />Report. Dick sent an email of the proposed memo to each member <br />individually to ask for feedback. Gene proposed changing the memo slightly <br />to clarify that the City will not reach net -zero if Xcel is still producing energy <br />from fossil fuels. <br />The Decarbonization Report will be presented at the August 15 meeting. It <br />would be helpful to have a Board member at the meeting to speak to the <br />City Council. <br />Motion: RAB members approve the "Response to the Proposed <br />Decarbonization Plan 2023" Memo, with a change of wording in Paragraph <br />3, replacing "alternative" with "illusion." <br />Moved: Lisa Norgard <br />Second: Dick Friedson <br />The motion passed unanimously. <br />
