Recreation Advisory Board <br />Minutes <br />October 23, 2023 <br />Page 2 of 4 <br />• There are 22 applicants for the Second Assistant position, but the <br />window has not yet closed. <br />• HR drives the hiring process, and Adam Blackmore is participating in <br />the process. David makes recommendations to HR and Adam. <br />Golf Pass and Fee Rates for 2024 <br />• David presented the proposed pass and fee rates for 2024. He uses <br />data from October through September to evaluate changes. The <br />revenue per round number is used to determine whether passes and <br />fees are covering the costs. 65% of players on the course pay daily fee <br />rates. <br />• Range fees will increase, in large part to keep the grass in reasonable <br />shape. <br />• Monarch students will receive a range card that they can use until it <br />runs out. <br />• Top Tracer will be available to everyone, with another training and <br />rollout. <br />Board members discussed the proposal. When prices are raised, players will <br />expect the course to remain in good playing condition. <br />Resolved: RAB members support the pricing structure as presented. <br />Motion: Gene Kutscher <br />Second: Michele Van Pelt <br />The motion was approved unanimously. <br />Board members asked about the planned RFP for the Grill management. <br />David did not have an update. He reported improvement with the beverage <br />cart service. It is helpful that they can now take credit card payments. <br />Recreation and Senior Services Update — Kathy Martin <br />Kathy reminded board members of the November 6 deadline to complete <br />the survey that she had emailed to board members. The survey response <br />was requested by Amelia Brackett Hogstad, the Senior Planner for the City. <br />The survey focuses on Louisville's future. <br />Board members had looked at the survey and had serious concerns about <br />its validity and reliability. The survey asks respondents to predict outcomes <br />and hypothetical impacts of the outcomes 20+ years into the future, with no <br />data or information. RAB members stated that they don't know what City <br />Council will do in the future; they don't even know who will be on the City <br />Council next year. Board members said that they are frustrated that the City <br />spends money on branding and on surveys of hypothetical futures. Kathy <br />said that she would share our concerns with the City Planner. <br />
