<br />SPROUL WORK SESSION <br /> <br />LOUISVILLE CITY COUNCIL <br /> <br />MAY 14, 197~ <br /> <br />Mayor Waschak called the work session to order at 7:30 with the following <br />members present: Domenico, Berry, Dhieux, DelPizzo, and DiCarlo. <br /> <br />Mayor Waschak stated that this was a work session with the Sproul <br />representatives and there would be no questions from the audience. <br /> <br />Mr. Wurl stated that the three main questions pertained to: water, <br />who would be developing the project and the financial ability of <br />Sproul to accomplish the project. <br /> <br />Mr. Guy Hollenbeck, representative of Sproul stated that he would <br />answer the questions. <br /> <br />WATER: At the beginning the applicant has taken the responsibility to <br />bear the economic burden of providing water and sewer resources <br />for the property being discussed. He stated that the way this <br />is visualized is to have an agreement as was referred to earlier <br />as an annexation agreement which would in effect say that Sproul <br />could not develop any part of the gound until as each phase <br />that has been requested be approved by the City. By this he <br />meant after the property is annexed Sproul would be required <br />to process through the City and get final approval on the final <br />proposal of the property. He stated that one of the things Sproul <br />woul be required to show would be that the City has services for <br />the proposed project and if this can not be shown along with <br />the other factors involved then the request to develop that <br />phase would be denied. After the land was annexed in order <br />to get the phase started Sproul would be expected to come to the <br />City and ask the City staff what they felt was needed in <br />order to get the development started. The whole idea was, once <br />in the City, and knowing who the staff is, Sproul could <br />work with them and find out how these problems should be <br />approached. Theoretically, the City would tell Sproul that they <br />have a certain amount of units available at this time and if <br />Sproul wants to provide more taps then that they would have to <br />get water. The City may state which program would be appro- <br />priate with acquisitions of water rights, and Sproul would also <br />make suggestions to the City as to how this matter could be <br />accomplished. Once the City and applicant reach agreement as <br />to what water rights should be sought or other program should <br />be proceeded with, then it would be up to Sproul to spend the <br />funds and effort to generate that water. In addition to that <br />Sproul would have to generat the funds for the payment of ex- <br />tension of the normal transmission lines and if the filteration <br />plant and reservoirs, etc. require enlargement the expenditures <br />would be Sprouls. In protection to the City Sproul visualises <br />that no developments have to be improved until Sproul has <br />taken the initiative and provided the resources with which to <br />supply that water need. He stated that he thought it was an <br />obvious practical matter this land isn't going to be annexed <br />
