Senior Advisory Board
Meeting Minutes
April 24, 2009
wanted to make an option on the property. This meeting was held two weeks
later. One Homeowners Association member is strongly opposed to housing on
the Baptist property. The authority examined pros and cons and there was no
consensus for putting up a contract. One board member said he would make a
study of the finances needed but it transpired that the Authority does not have
enough money. The developer has already spent a lot of time and effort and
some members hope they can work with the developer to create different levels
of senior housing. The chairman was designated to talk with the developer.
The last meeting was at Sunnyside. As no quorum, they had only an informal
discussion. There are making progress with the developer but trying to work out
a relationship.

Bob and Walt had a discussion with Paul Woods, who said he would get a copy
of the building requirement so that the focus group could look at the visitability
requirements. We do not have this copy yet but many have discussed it.

Informal meeting with developer Mark Adolfo,
Claire prepared notes of this meeting. Present were Claudine Low, Claire Floyd,
Bob Pierce and local contractor Everett Wade. After the meeting, it was
proposed that Adolfo meet with seniors at the May 15 Senior Center luncheon.
This meeting was cancelled as it was found that Adolfo had not yet submitted a
plan.

The focus group briefly discussed Adolfo's proposals (based on Claire's notes of
the meeting). The group concluded that Adolfo's proposal was for housing for
the affluent, whereas the greatest need is for low-income housing. Walt
suggested that Louisville needed another Lydia Morgan or Regal Square housing
type or perhaps a building with a live-in manager and maintenance supervisor.
Selena urged the group to advocate for affordable housing and also consider
alternatives to new building as funds are scarce.

Selena recently attended the Countywide Leadership Council meeting on
Challenges to Affordable Senior Housing. The group argued that the number of
55 seniors on the waiting list for housing is a skewed statistic. Others who need
the housing cannot be included on the list. Boulder County has 962 people
waiting for affordable housing but only 60 are accepted each year.

As there is no funding for senior housing, what are the alternatives?
1 ) retrofitt houses or apartments
2) accessory dwellings
3) lobby for change
4) change in inclusionary zoning

Walt-we would be better off getting visitability requirements for new
construction. Bob-most seniors in downtown Louisville have absentee owners.
One possibility is to change occupancy levels, how many unrelated people can
