Louisville City Council Meeting <br />November 8, 2000 <br />Page 5. <br />negotiations process between the parties. He stated they have tried to find a solution that <br />meets the important issues to 1:he City. He noted that there was a meeting held in the City <br />Administrator's office and a possible solution was suggested. The proposed solution <br />would reduce the density from a I0 lot to a 5 lot subdivision and sell the remaining 5 lots <br />at a discounted market rate. Frorr~ this amount they would subtract all the associated <br />development costs. Sparn stated that in response to the proposed solution, Mr. Simmons <br />stated that the City was not interested in the property and no counter offer was made. He <br />noted Mr. Simmons' statement that the City has never paid more than forty thousand <br />dollars an acre for open space. Sp;arn stated that they have reassessed the issues of the lot <br />size and traffic impact and propose a cul-de-sac at West Walnut, with three additional <br />lots served by a private drive. It vvould be located on the eastside of the Fischer house <br />with a 25' right-of-way and would not be connected with the other portion of the <br />development. He noted that 1:5% will be dedicated as open space and the balance offered <br />to the City for purchase of open space. He reiterated the applicant's willingness to <br />accomplish awin/win situation and work with the neighborhood. <br />Scott Scarbaugh, Fischer Farms LLC, 1823 Canyon Boulevard, Boulder, CO, stated that <br />the applicant has contacted as many neighbors as possible and have planned future <br />neighborhood meetings. He stated that he is encouraged by the response and looks <br />forward to discussing the issuers with the neighbors. He noted that the current proposal <br />includes an open space acquisition for the City. Scarbaugh summarized the proposal; 5 <br />lots on the Walnut Lane extension and 3 additional lots serviced off a private drive with a <br />specified 25' utility access eas~eme;nt located on the east of the existing Fischer home. He <br />noted that reducing the size of the lots allows more compatibility with the surrounding <br />neighborhood and more dedicated land for open space purposes. It proposes 8 new units <br />plus the Fischer home. He asked for a commitment from the City to maintain the open <br />space in a fashion that is consistent with the neighborhood process. He urged to Council <br />to approve the annexation with the; specified conditions. <br />PUBLIC COMMENT <br />Fred Banta, 370 W. Spruce Lane, :Louisville, CO asked that there be more dialogue <br />between the parties. He addressed. two issues, the character of the property and the <br />proposal on the table this eventing. He reviewed the character of the property, which was <br />ranked moderate to low in desirabiility in the Open Space inventory. The inventory <br />prioritized the desirability of the open space within Louisville and addressed the <br />maintenance and management of t:he land. Banta noted that the Fischer property did not <br />make the top ten desirable properties for open space. With respect to the new proposal, <br />Banta stated that it reflects consideration to the neighbors, a reduction in the number of <br />houses, and a change in the traffic patters.
