SIMMONS <br />CITY MANAGER <br /> <br />DATE: <br />SUBJECT: <br /> <br />December 10,20102 <br />2003 Budget - C:apital Improvement Projects <br /> <br />ORIGINATING DEPARTMENT: <br /> <br />City Manager's Office <br /> <br />SUMMARY: <br /> <br />Attached is a revised capital projects budget. The revisions (suggestions!) are made on the basis of <br />Council comments made at the December 3,2002 regular meeting and staff discussions with <br />Councilmembers since the meeting. <br /> <br />The suggested revisions are as follows: <br /> <br />1. A reduction to the street reconstruction budget totaling $689,000 over the 5-year term of the <br />capital project fund. Proposed allocations for 2003 and 2004 are based on Public Works estimates <br />and then adjusting the remaining three years by three percent (3%). <br />2. New trails for 2003 are at $100,000 as compared to $120,000 previously. Specific projects are: a <br />new segment ofthe Coal Creek Trail in cooperation with Boulder County, and the Callahan Trail. <br />3. The equipment budget for the new Police Department building has been allocated over two years <br />instead of one, with no negative impacts on the program. <br />4. $46,000 has been deleted for the Parks & Recreation Master Plan. (This is not the same as the <br />Community Park.) <br />5. $34,000 has been added to 2004 for the restoration of the bell tower on the Arts Center. <br /> <br />Staff received several and varied comments regarding the new municipal court to be built in conjunction <br />with the police building. The Expenditure is shown as $500,000. Comments ranged from construct the <br />shell only to not constructing it at all. Staff estimates (without assistance from the architect) for these two <br />alternatives are as follows: <br />1. Construct shell only - deduct $40,000 to $60,000. The area shown as unfinished within the Police <br />Department would be finished as the training room. <br />2. No construction - deduct $300,000 to $430,000. There are shared facilities within the proposed <br />building that need to be constructed as part of the Police Department and are sized to <br />accommodate a future court. <br /> <br />Staff has also shown the transportation projects that will be partially funded by the proposed impact fee <br />and other sources. It is also noted that in addition to the transportation component, the impact fee also <br />will include municipal facilities (City Hall and City Shops) and police facilities.
