<br />from the plans reviewed informally by City Council. The building materials are of a residential <br />character. Planning Commission recommended approval with an asphalt shingle roof Specific <br />materials and colors will be provided as part ofthe Final PUD review and should be clearly <br />indicated on the final plans. Staff has raised a concern with regard to exterior stairways which <br />egress on both the north and west building elevations. The drawings were unclear as to the visual <br />impact related to the placement of the stairs. Planning Commission recommended that the <br />applicant clearly indicate the exterior impacts and placement of the stairs. The applicant has <br />attempted to clarify the visual impacts; however, staff requests that this be further clarified. <br /> <br />A forty-two inch wooden picket fence painted to match the building is proposed along the side <br />and two sections of the rear property lines. A forty-four inch wrought iron fence is proposed <br />along the street, including an entry portal with iron gates. The trash enclosure is proposed in a <br />design similar to the building architecture, and a short retaining wall is proposed for the parking <br />area. The plans should clearly indicate that a brick fascia to match the foundation brick will be <br />used on the retaining wall. <br /> <br />Two identification signs are proposed. A hanging sign of painted metal over the entry portal <br />along Main Street and an arched sign located over the building entry. A directional sign of less <br />than four feet is proposed for the parking area. No illumination is requested. <br /> <br />In response to Planning Commission concerns, the applicant has provided a lighting plan. Eight <br />low-scale fixtures (maximum three-feet in height) are proposed in the landscaped areas. The <br />plans suggest three different fixture types will be used for wall-mounted lighting but the <br />applicant has provided detail for only one fixture type. A street lamp to match the style used by <br />the City throughout downtown is proposed to be located off the portal entry feature. Staff does <br />not believe this fixture is necessary as the City will be providing two typical downtown street <br />lamps in the right-of-way. Four fixtures are proposed for the parking lot. The fixture style is <br />proposed to be identical to the low-scale landscape lighting and should be limited to twelve-feet <br />in height. The illumination level and any necessary shielding of all fixtures should be subject to <br />staff review. <br /> <br />All criteria necessary for a Special Review Use application have been met. <br /> <br />Davidson called fur the applicant's pn::sentation. <br /> <br />Craig Harris, architect representing Michael Hirsch, stated that the exact details on the placement <br />of the egress stairs have not been determined. He agreed to meet all conditions. <br /> <br />Davidson called fur Council questions and comments. <br /> <br />Sisk thanked the applicant for their cooperation with the City and the Louisville Historical <br />Commission. <br /> <br />7 <br />
