Motion passed by a 6-0 vote. <br /> <br />DISCUSSION/DIRECTION - 901-909 FRONT STREET - PRELIMINARY PUD <br />DEVELOPMENT PLAN FOR DEVELOPMENT OF A COMMERCIAL <br />OFFICE/RET AIL BUILDING <br /> <br />Davidson called for staff introduction. <br /> <br />Paul Wood, Planning Director, stated that Hartronft, Fauri & Associates has submitted a: <br />preliminary PUD development plan for construction of a three-story, commercial retail and <br />mixed-use building at the comer of Walnut and Front Streets. The PUD proposes a total square <br />footage of 26,456 sf, resulting in aFAR of approximately 1.6, with a lot coverage of 53%. <br /> <br />The third story component of the building is comprised of both sloped roof and flat roof <br />construction. The sloped roof section is being incorporated primarily along the east and north <br />building elevations. The principal exterior building finish is the synthetic Exterior Finish <br />I~sulating system (EFIS). Colors have not been identified on the PUD. <br /> <br />The site plan reflects the provision of ten on-site parking spaces and an additional eighteen head- <br />in spaces located within the adjoining right-of-ways for Walnut and Front Street. The applicant is <br />proposing to dedicate an additional 7.5' into the Walnut Street and an additional 11' into the Front <br />Street right-of-ways to replace the parallel parking with head-in parking. <br /> <br />Staff has forwarded the following comments to the applicant regarding this proposal: <br /> <br />The preliminary PUD proposes to reconfigure the right-of-way sections to allow head-in parking <br />at ninety degrees to the curb along both Walnut Street and Front Street. In both cases, head-in <br />parking would leave only 12' to the centerline of the street right-of-way which may be <br />insufficient for cars backing to verify that a sufficient gap exists to complete the backing <br />movement. It is the position of staff that reconfiguration of the adjoining right-of-ways for the <br />purpose of addressing a site-specific parking demand sets a precedent which neither the <br />administration nor City Council has approved as part of an overall parking management plan. <br /> <br />Building Height/Architecture: <br /> <br />9 <br />
