Lathrop expressed appreciation for Davidson's remarks. He agreed that Boulder County has not
received sufficient recognition for the role they played in these negotiations. The City would not
have been able to purchase the land without them. He also felt that Helen and Klubert
Warembourg should be commended for their desire to see this land stay in an open state and yet
also provide for their families. W odGing with Helen and Klubert, he realized they were sincere
about finding a way for this land to n~main in an open state and that Louisville have an important
part in its future. Lathrop stated he is very grateful to the County and the citizens for allowing the
City to make this work. He stated that in order to consider a six million dollar open space
purchase, we also need to recognize that businesses such as Home Depot, Eagle, etc., provide the
sales tax revenue to fund this type of endeavor.

Mayer stated that one of the facts which has not been mentioned is that both the County
Commissioners and the Mayor have managed to work on something in a political year where the
Mayor is running against one of the County Commissioners. He feels that says something about
the professionalism of those involved, as there aren't many political forums in which p~ople
involved in political competition can still work together in a political year. He expressed
appreciation for the Mayor and the County Commissioners for working together on this purchase.

Lathrop moved that Council approve Resolution No. 39, Series 1998, Approving A Purchase
Contract to Buy and Sell Vacant Real Estate, Water Rights and Conservation Easement,
seconded by Sisko Roll call was taken. Motion passed by a 6-0 vote.

CITY ATTORNEY'S REPORT

.
NONE

CITY A])MINISTRATOR'S REPORT

Bill Simmons, City Administrator, directed Council attention to a memo from Bruce Goodman,
Chief of Police, regarding a surcharge to telephone bills to fund a County 911 system. He stated
that the Boulder County Housing Authority and the Louisville Housing Authority closed on the
purchase of Regal Court/Regal Place housing on June 22, 1998. He reviewed the agenda for the
July 28, 1998, Council worksession.

COUNCIL COMMENTS AND COMMITTEE REPORTS

Keany stated that he has requested the City keep Council updated on the status of computer
preparation for the year 2,000, especially in relation to public safety radios, police equipment,
mechanical equipment at the water plants, etc. He has also noticed an increase in the displaying
of banners at various stores throughout the City and requested that Code Enforcement address
this with the individual store owners.

15
