Davidson moved that Council approve the Consent Agenda, as amended, seconded by Mayer. All in favor. Approval of Bills Approval Change Order No. 3 to the Drainageway A Detention Pond Contract Lake Park Approve Change Order No. 4 to the 1998/1999 Concrete and Trail Replacement Project Award Bid for Infield Mix to ARS Supply Approve Professional Design Services Agreement for the 1999 Street Reconstruction Bid Award Recreation Center Pool and Hot Tub Replastering Sisk stated that he thought Council would be amending the Agenda for tonight's meeting. Davidson replied, yes. He asked to add an Agenda Item "1" Industrial Guidelines Committee, as a discussion item. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA David Sawyer, 2471 Franklin Avenue, Louisville, stated that he represents a group of fifteen householders along Franklin Avenue who received, on February 19, a notice of intent from the Parks Recreation Department to put a concrete trail along their back fence. The response from the householders along this road is very strong. They feel that this is one of the unique vistas on the edge of Louisville, which actually looks over completely pristine countryside as far as the eye can see. He stated that the homeowners feel very strongly that the intended eight -foot wide, concrete trail across farmland would severely change the way that they live in that area. Many homeowners don't have back fences at all. They would like to keep their uncluttered vista. He stated that there was a trail indicated in 1992 Master Plan, however, it does not resemble the trail that the Parks Recreation Department would like to put in. The trail indicated on the Master Plan is a trail heading north across the field, but not along the backs of the houses. It is also described in the legend as an off street multi -use soft surface trail. According to the Parks Recreation Department secretary, there have been no published revisions to that intended plan. He requested that Council make this an agenda item on the next City Council meeting. He stated that they feel that the intention to put the trail down is rather abrupt and hasn't been subject to the correct public comment. Becky Bowers, 2541 Franklin Avenue, Louisville, stated that she also lives along Franklin Avenue and was pretty shocked to get this letter on February 19 about putting in a trail. They have had no notice and no time to comment. She stated that they are requesting at least a time to comment and a time to look at the property to see where a trail might go and how it might accommodate both the City of Louisville and the neighbors. She described the area as agricultural and stated that it has been open for many, many years. She felt that putting a trail right outside their fence or their property would disturb the area.
