4 Town a <br />Superior <br />Mayor Tom Davidson <br />Louisville Council Members <br />749 Main Street <br />Louisville, CO 80027 <br />April 18, 1997 <br />H ,4N D D e 1 ■tered <br />‘1 /17 19 rl <br />CITY OF LOUISVILLE <br />APR 1 8 1997 <br />CITY ADMINISTRATOR <br />Dear Mayor Davidson and City Council members, <br />We have received your letter of March 12, 1997, suggesting a joint <br />working agreement regarding the property on the west side of the <br />turnpike and east of McCaslin which is annexed to Louisville (the <br />"Property We are delighted that you agree that this is an issue <br />on which our two communities should resume cooperation. <br />As one clarification, Superior has never denied access to the <br />Property. The Property is currently accessed in accordance with <br />its current and historical needs, and Superior has always worked <br />with Louisville, the property owners, and potential developers of <br />the site in determining-the possible location of future access to <br />serve the needs of the Property as its actual use changed. Several <br />developers performing their due diligence on the site have <br />requested that the Town guarantee where the permanent full -turn <br />signalized access locations will be on McCaslin Boulevard between <br />the Superior /Louisville interchange and Rock Creek Parkway. <br />Consistent with the Town's position expressed in its response of <br />March 6, 1997, to Louisville's letter of February 21, 1997 (a copy <br />of which is attached), Superior has requested information related <br />to the volumes of traffic that will be generated by the anticipated <br />uses on the Property and the interior street layout so that it can <br />perform a traffic progression analysis to determine future <br />locations of full -turn signalized access. To date, neither <br />Louisville, the property owners, nor any of the potential <br />developers have provided that information. <br />As you know, Superior is working with CDOT, RTD, and a professional <br />traffic engineering consultant to evaluate the U.S. 36 and McCaslin <br />interchange. It is apparent from this analysis that failure to <br />expand the interchange will severely limit the development of <br />commercial properties, both in Superior and Louisville. We propose <br />that Louisville and Superior plan jointly for the future of this <br />interchange and determine an equitable method of financing <br />expansion of the interchange. Benefitting commercial properties, <br />regardless of their municipal affiliation, should bear the burden, <br />of interchange costs. The contribution made by Homart to improve <br />124 E.
